Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 5, 2002 <br />TO: aHrable Ma and City Council <br />FROM: mora <br />Community opment Director <br />SUBJECT: Prioritization and Funding of Community Development <br />Block Grant (CDBG) Projects for Fiscal Year 2002-2003 <br />[DATE: February 19, 2002 <br />BACKGROUND: <br />On December 18, 2001, the City Council approved the submittal of four Community <br />Development Block Grant (CDBG) Project Applications to the San Bernardino County <br />Economic and Community Development (ECD) Department for eligibility and qualification <br />review for the Fiscal Year 2002-2003. Subsequently, additional CDBG applications were <br />submitted directly to the County ECD Department from various public and private agencies, <br />requesting funds from the City CDBG Entitlement Allocation. <br />The City of Colton has received a total of 31 eligible proposal applications and one ineligible <br />application, requesting CDBG funds. Attachment "A" is a list of the 31 eligible proposals. <br />The list contains the project log number, primary service area of the proposed project, name of <br />the applicant, a brief project description, total CDBG request, including the amount of CDBG <br />funds being requested from Colton, and ECD comments. <br />The County has informed the City that the 2002-2003 CDBG Entitlement Allocation for <br />Colton is $397,000. Also, that the 15% funding limit for public service projects continues to <br />apply, which means that the maximum amount of CDBG funds we are allowed to allocate for <br />public service projects is $59,550. <br />DISCUSSION/ANALYSIS: <br />Staff conducted a cursory review of the 31 proposals and is recommending the continued <br />funding of projects that are administered by City staff and that adequately address the needs <br />and services of Colton residents. Twenty-six (26) of the 31 applications are for public service <br />projects, for a total amount of $191,721 being requested from Colton. There are five capital <br />and community improvement projects that are requesting a total amount of $526,825. <br />Based on staff's analysis of the proposals it is recommended that the City Council approve the <br />funding of CDBG projects listed on Attachment "B". <br />ALTERNATIVES: <br />The Council may reject the projects recommended for funding by staff and select alternative <br />projects for funding. The County has requested that the City submit it's list of funding <br />recommendations by no later than March 7, 2002, in order to meet their schedule for the <br />
