EXHIBIT A <br />The following information explains the methods used by the Colton Police <br />Department to determine the proposed amount to be charged by the City of Colton for the <br />apprehension fee as described in Colton Municipal Code Section 7.08.080. The proposed <br />fee amount is as follows: <br />Animal Apprehension Fee $30.00/hour, billed in quarter hour <br />increments <br />The proposed fee was determined by calculating the hourly cost for Police <br />Department staff, including Animal Control Officers, and by reviewing the amount of time <br />typically required to apprehend animals within the City. <br />The average hourly cost of staff time was determined by averaging the <br />salaries of the Colton Police Department personnel, including the Animal Control Officer, <br />Police Officers and other Public Safety personnel who are typically involved in <br />apprehending animals within the City as described in the above Municipal Code section. <br />Based on the salaries of these staff members, the average hourly cost of staff time was <br />determined to be $30.00. <br />The apprehension fee will be billed in quarter hour increments for the total <br />amount of response time required for Colton Police Department personnel to apprehend <br />animals, pursuant to Colton Municipal Code Section 7.08.080. The Chief of Police or his <br />designee shall cause appropriate billings to be sent to each person responsible when an <br />apprehension fee is imposed under Colton Municipal Code Section 7.08.080. <br />Pursuant to the above Municipal Code section, additional fees may be <br />charged by the City for the purpose of defraying expenses incurred by the City related to <br />apprehension of animals. These additional fees may include, but not be limited to, costs <br />incurred for animal shelter services, animal hospital services, veterinarian services, <br />tranquilizer darts and any other actual expenses incurred by the City related to <br />apprehending animals. The costs incurred for apprehension of animals are normally paid <br />out of General Fund revenues. <br />RVPUBWGS\627512 _3_ <br />
