EXHIBIT A The following information explains the methods used by the Colton Police Department to determine the proposed amount to be charged by the City of Colton for the apprehension fee as described in Colton Municipal Code Section 7.08.080. The proposed fee amount is as follows: Animal Apprehension Fee $30.00/hour, billed in quarter hour increments The proposed fee was determined by calculating the hourly cost for Police Department staff, including Animal Control Officers, and by reviewing the amount of time typically required to apprehend animals within the City. The average hourly cost of staff time was determined by averaging the salaries of the Colton Police Department personnel, including the Animal Control Officer, Police Officers and other Public Safety personnel who are typically involved in apprehending animals within the City as described in the above Municipal Code section. Based on the salaries of these staff members, the average hourly cost of staff time was determined to be $30.00. The apprehension fee will be billed in quarter hour increments for the total amount of response time required for Colton Police Department personnel to apprehend animals, pursuant to Colton Municipal Code Section 7.08.080. The Chief of Police or his designee shall cause appropriate billings to be sent to each person responsible when an apprehension fee is imposed under Colton Municipal Code Section 7.08.080. Pursuant to the above Municipal Code section, additional fees may be charged by the City for the purpose of defraying expenses incurred by the City related to apprehension of animals. These additional fees may include, but not be limited to, costs incurred for animal shelter services, animal hospital services, veterinarian services, tranquilizer darts and any other actual expenses incurred by the City related to apprehending animals.
