section should provide 20-25 years of service with routine maintenance. <br />ANALYSIS/DISCUSSION: <br />There is currently $340,000.00 in the Traffic Congestion Relief Fund established by AB2829. <br />These funds must be expended by June 30, 2002, or returned to the State. Of this amount, $250,000 <br />is earmarked for the two Reche Canyon Road Traffic Signals currently out for Bid, leaving <br />$87,380.00 to be expended or lost by June 30, 2002. <br />The 2001-2002 Pavement Reconstruction Project — Alston Avenue falls within the purview of the <br />requirements of the TCRF, as designated in both AB2989 and SB1662, the combined controlling <br />forces behind the Traffic Congestion Relief Fund. <br />Engineering staff has prepared an Engineer's Cost Estimate for this project (see Exhibit "B"), and a <br />Proposed Project Timeline (see Exhibit "C"). Alston Avenue is 1,300 LF in length and runs <br />north/south between Citrus Street and Johnston Street, in District 2. The project's biggest advantage <br />is that it can be ready to solicit Public Bids by the time this Authorization request can be approved <br />by Council: <br />• Plans and Specifications for this project can be generated in-house, therefore substantially <br />reducing the preparation time for the project; <br />• Work has already begun on the Plans and Specifications, completion date: May 7, 2002; <br />• Per the above -noted field review, there are no drainage problems which cannot be mitigated <br />by the reconstruction of the street; <br />• Curb is already installed on both sides of the street; and <br />• The project can be under Construction and completed by June 30, 2002. <br />ENVIRONMENTAL IMPACT <br />The proposed public improvements are Exempt under Section 15301 (Existing Facilities) of the <br />California Environmental Quality Act (CEQA) because the proposed Work of the project involves <br />the reconstruction of an existing street. <br />FINANCIAL/FISCAL IMPACT <br />The Engineer's Cost Estimate for this project is $134,405.00, including the Public Bidding Process, <br />and ten percent (10%) contingency funds. <br />In addition to the $87,380.00 in TCRF that must be encumbered by June 30, 2002, there is an <br />approximate $120,000.00 available in current TCRF monies which can be applied to this project. <br />RECOMMENDATION: <br />Staff respectfully requests City Council authorize reprogramming of the remaining $87,380.00 in <br />
