CITY OF COLTON Item #21 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of May 7, 2002 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY ALIT <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATION <br />SUBJECT: ADOPTION OF THE ATTACHED RESOLUTION TO DECLARE THAT ANTMERGENCY <br />CONDITION EXISTS WITH THE CITY'S WATER SUPPLY AND DELEGATION OF AUTHORITY <br />TO THE CITY MANAGER TO ORDER ACTIONS TO ENSURE THE RELIABLE DELIVERY OF A <br />PURE, WHOLESOME AND POTABLE WATER SUPPLY <br />DATE: Apri124,2002 <br />BACKGROUND: <br />Recent changes in the action level for perchlorate have resulted in three city -owed wells being removed from <br />service. As such, the ability to meet system -wide demand for water this summer has been severely compromised. <br />Section 22050 of the Public Contract Code allows the Colton Utility Authority to pass a resolution by a four-fifths <br />vote of its membership declaring that an emergency condition exists and delegating authority to order actions <br />required by that emergency without giving notice for bids to let contracts. <br />DISCUSSION/ANALYSIS: <br />An action plan to address the problem has been initiated. The plan includes the activation of connections to the <br />City of San Bernardino, renting the necessary equipment to re -activate older wells that are currently not used, and <br />making physical changes to the distribution system booster stations to re-route water to different pressure zones. <br />ALTERNATIVES: <br />Initiate mandatory water rationing or serve water that exceeds the action level for perchlorate and notify the public. <br />FINANCIAL IMPACT: <br />Funds are available in the Water Operations Capital Equipment Account Number 521-8100-8101-4955. <br />ENVIRONMENTAL IMPACT: <br />There are no environmental impacts associated with adoption of the resolutions. <br />RECOMMENDATION: <br />Staff recommends that the Colton Utility Authority adopt the attached resolution declaring an emergency condition <br />exists within the city that requires immediate action to ensure the reliable delivery of a pure, wholesome and <br />potable water supply; and, authorize the City Manager, pursuant to Section 22050 of the Public Contract Code, to <br />execute a contract with So Cal Pump & Well Drilling, Inc. for emergency repairs and services in an amount Not -to - <br />Exceed $55,184.46. <br />Report prepared by: Eric R.
