CITY OF COLTON Item #9 <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF MAY 21, 2002 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: APPROVAL OF COMMUNITY FACILITIES DISTRICT (CFD) <br />ADMINISTRATION CONTRACT WITH SCOTT & ASSOCIATES <br />DATE: July 25, 2001 <br />BACKGROUND <br />Pursuant to the Mello -Roos Community Facilities Act of 1982, at various times in the past the City Council approved the <br />issuance of bonds for the purpose of infrastructure improvements. These bonds are identified as Community Facilities <br />Districts (CFD's) 87-1, 88-1, 89-1, 89-2 and 90-1. Property owners within the CFD's are obligated to pay the debt service <br />and administrative costs. These costs are paid via annual taxes placed on the tax roll. <br />DISCUSSION/ ANALYSIS <br />Scott & Associates was initially selected by the City of Colton after going through a competitive process and emerging as <br />the successful consulting firm to provide professional consulting services for the above CFD's. Based on that fact, in <br />concert with our satisfaction with the services and cost of services they have provided, on staff's recommendation, the <br />CFD Commission recommends extending the engagement of Scott & Associates for an additional three years. <br />FINANCIAL IMPACT <br />The annual fees for the consulting services outlined in the attached agreement are distributed to each CFD commensurate <br />with the amount of work required to administer each CFD. <br />The annual fee for Fiscal Year 2002-2003 is anticipated to be $20,165 plus expenses not to exceed $1,750. <br />The annual fee for Fiscal Year 2003-2004 is anticipated to be $20,165 plus expenses not to exceed $1,750. <br />The annual fee for Fiscal Year 2004-2005 is anticipated to be $20,770 plus expenses not to exceed $1,750. <br />There is no General Fund impact. <br />ENVIRONMENTAL IMPACT <br />None. <br />On May 6, 2002 the CFD Commission voted 5-0 to recommend to the City Council the approval of the CFD Consultant <br />Services Agreement between the City of Colton and Scott & Associates for a three-year term. Staff concurs with the CFD <br />Commission and recommends approval of the City's standard professional services agreement, with any minor revisions <br />approved by the City Manager, City Attorney and Risk Manager as necessary and authorize the City Manager to sign all <br />related documents. <br />n <br />REVIEW TEAM ONLY n <br />City Attorney: C%Y' — Finance Director- <br />City Manager: OTHER: <br />
