CITY OF COLTON Item #21 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MAY 21, 2002 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />SUBJECT: Approval of a Professional Services Agreement with Civic Solutions, Inc. <br />(CSI) to Provide Professional Planning Services for South Annexation <br />Nos. S-50 and S-51, and Current Planning Assignments for the <br />Community Development Department <br />DATE: May 14, 2002 <br />BACKGROUND: <br />The Community Development Department is currently preparing two annexation applications for <br />submittal to the Local Agency Formation Commission (LAFCO) as part of the implementing <br />guidelines of AB 2838 ("County Island" Annexations). The two projects are identified as South <br />Annexation Nos. S-50 and S-51. South Annexation No. S-50 (Subareas No. 1 — 4) consists of the <br />annexation of 72 unincorporated county island parcels which total approximately 106 acres located <br />in the southern portion of the city, west of La Cadena Drive (Exhibit 1). South Annexation No. S- <br />51 (Subareas No. 1 —2) consists of the annexation of 25 unincorporated county island parcels <br />totaling approximately 57 acres located in the southern portion of the city along Reche Canyon road <br />(Exhibit 2). The two prezone applications for the annexations (i.e., Prezone DAP 000-030 and <br />DAP 000-031) are scheduled for review and consideration by the Planning Commission on May 28, <br />2002. <br />In February of 2002, the City contracted with Civic Solutions, hic. to assist the Community <br />Development Department with the preparation and processing of the two annexation projects. Mr. <br />Matthew Bassi, Municipal Services Manager, has been the staff planner solely responsible for <br />organizing and preparing the annexation and prezone applications. The original contract with Civic <br />Solutions, hic., which was for $14,999, is due to expire on May 24, 2002 at which time all work on <br />the annexation projects must cease. Mr. Bassi has been very valuable to the Community <br />Development Department in its efforts to prepare the annexation applications, and his continued <br />service to the department is much needed. This is especially true given the current staffing level in <br />the Community Development Department. <br />ANALYSIS/DISCUSSION: <br />It is staffs opinion that entering into a new professional services agreement to continue services <br />with Civic Solutions, Inc. will ensure that the two annexation projects will move forward without <br />interruption. With public hearings on the prezone and annexations occurring during the months of <br />May and June, and submittal of the annexation applications to LAFCO in July, it is important for <br />the Community Development Department to keep this current work effort going. Based on Mr. <br />Bassi's work efforts and progress of the past three months, Civic Solutions, Inc. is the best <br />consultant to continue work on the annexation applications. Staff has determined that a new <br />contract in the amount of $25,000 (this is in addition to the existing $14,999 agreement) will be <br />needed to complete the work for South Annexation Nos.
