City Council Meeting — May 21, 2002 <br />Approval of a Professional Services Agreement <br />Page 2 <br />also be utilized to assist the Community Development Department staff with limited development <br />case processing and environmental reviews. <br />Based on a review by staff of the professional qualifications of Civic Solutions, Inc., which includes <br />Mr. Bassi's current involvement on the annexation projects, it is recommended that a professional <br />services contract be awarded to Civic Solutions, Inc. to continue in the preparation and processing <br />of South Annexation Nos. 5-50 and S-51. Staffs recommendation will result in a significant cost <br />and time savings to the City since more than one project will undertaken by the same consultant. <br />The City is not required to solicit a separate proposal for South Annexation Nos. 5-50 and 5-51 if <br />the City Manager has determined that significant benefits and efficiencies are realized by the City as <br />a result of combing these projects under one consultant. The City Manager has made that <br />determination. <br />ALTERNATIVES: <br />Reject staff's recommendation to continue the services of Civic Solutions, Inc., and direct <br />Community Development Department staff to process South Annexation Nos. S-50 and 5-51 in- <br />house with its current staffing levels. <br />FISCAL IMPACT: <br />The proposed contract amount is for $25,000. Funds are available in the Community Development <br />Department's Professional Services Account (Account Number 100-6300-6301-2350). <br />ENVIRONMENTAL IMPACT: <br />The action to hire a consultant is exempt under Section 15306 of the California Environmental <br />Quality Act (CEQA). <br />Staff recommends that the City Council authorize the City Manager to enter and execute a standard <br />City Professional Services Agreement in an amount not to exceed $25,000 with Civic Solutions, <br />Inc. for Professional Planning Services for South Annexation Nos. 5-50 and 5-51, and Current <br />Planning Services for the Community Development Department.
