PROCEDURES FOR ADDRESSING CITY COUNCIL <br />For the Official Record, it is requested that you obtain a card from the City Clerk and complete it by noting <br />a specific item number on the Agenda, if applicable, or you can identify the subject that you wish to <br />address under the Public Comment portion of the Agenda. The City Council encourages public input on <br />all City issues within the Rules of Decorum: <br />DECORUM AND ORDER <br />To help conduct the business of the City Council in an orderly fashion, the City Council has adopted rules <br />pertaining to Decorum and Order. The City Council will strictly enforce these rules in order to allow full <br />expression of ideas and opinions by citizens staff or legal counsel. The rules are summarized below: <br />Unauthorized remarks from the audience, stamping of feet, whistling, Gapping, yelling, and <br />similar demonstrations shall NOT be permitted by the Presiding Officer. Any disrupting <br />demonstrations shall be causefor the Chief of Police upon the Mayor's request to Gear all people <br />from the Council Chambers or to remove individual offenders upon direction of the Presiding <br />Officer. <br />Any person who verbally attacks other individuals, groups, or City Officials, or otherwise becomes <br />boisterous while addressing the Council, or while attending the Council Meeting, may be ruled out <br />of order by the Presiding Officer and may be asked to leave the meeting if such behavior is <br />deemed to be disruptive to the orderly conduct of the meeting. If someone begins to make <br />impertinent or slanderous remarks, the Presiding Officer (or the City Manager or City Attorney at <br />the direction of the Presiding Officer) may request that the person follow the Council Rules of civil <br />conduct. <br />NOTICE TO PUBLIC <br />Staff reports or other written documentation relating to each item refereed to, on the Agenda, are on file <br />in the Office of the City Clerk and are available for public inspection. Any person having questions <br />concerning any item on the Agenda may call the City Clerk at 370-5032; to make inquiry concerning the <br />nature of the item described on the Agenda. The City Clerk shall direct inquiries to the appropriate office. <br />All matters listed under CONSENT CALENDAR are considered by the City Council to be routine and will <br />all be enacted by one motion in the form listed below. There will be no separate discussion of these items <br />priorto the time the City Council votes on the motion to adopt unless Members of the Council, Staff or the <br />Public request specific items be discussed and/or removed from the CONSENT CALENDAR for separate <br />action. <br />In compliance with the American with Disabilities Act, if you need special assistance to participate in a <br />City Meeting, please contact the City Clerk's Office at 909-370-5135.
