SBPEA MOU Amendments <br />October 28, 2002 <br />Page 2 of 2 <br />The Mid -Manager Employees Unit will pay the 4% cost of 2.7% @55 as follows: <br />1 % on January 1, 2003 <br />Additional 1.5 % on July 1, 2003 <br />Additional 1.5 % on July 1, 2004 <br />The proposed amendment to the Mid -Manager Employees Unit's MOU should keep future salary and <br />benefit increases in line with market conditions and covers the cost of 2.7% @ 55. <br />It is further proposed, to be consistent with recent changes to other MOU's for the City, to slightly <br />increase the biennial vision coverage for both bargaining units by $20 (from $280 current benefit to $300 <br />proposed for employee and from $180 current benefit to $200 for covered dependents). <br />ENVIRONMENTAL IMPACT: <br />This item does not carry environmental impact <br />FINANCIAL IMPACT: <br />There should not be any financial impact to any City fund as a result of implementing the 2.7% @ 55 <br />CalPERS plan for miscellaneous employees, since employees will be paying for the plan in one form or <br />another. However, retirement actuarial assumptions vary over time, and the actual cost of the employer <br />portion may increase or decrease. It is anticipated that any such increase or decrease will become a topic <br />of future labor negotiations. <br />With respect to the Mid -Manager Employees Unit two-year extension and modest salary and benefit <br />increases, those costs will be incorporated into the next two-year budget (2003/04 and 2004/05). CPI has <br />consistently been between one and two percent over the past five years. No significant financial impact is <br />expected as a result of the proposed changes. <br />NXV-110lu10013.11Y1130 <br />Staff recommends that the Members of the City Council approve the proposed resolutions amending the <br />MOU with SBPEA's General Unit and Mid -Manager Employees Unit approving the 2.7% @ 55 benefit <br />change to both and to approve the salary increase, benefit changes and extension of contract for the Mid - <br />Manager Employees Unit. <br />Att (2) <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: I <br />City Manager: OTHER: <br />
