Prior to rendering a decision in any proceeding involving a license, permit, contract <br />or other entitlement pending before the city council, any council memberwho has <br />received been promised a gift or gifts aggregating $50.00 or more in value within <br />the preceding twelve months from a party or participant in the proceeding shall <br />disclose that fact either orally or in writing during open session.
