Report to City Council regarding Directional Sign Program <br />November 19, 2002 <br />Page 2 of 4 <br />Discussion/Analvsis <br />On November 7, 2002, staff met with representatives of the Dealers to address two <br />issues: the locations of the signs and the design of the signs. Five locations were <br />identified and agreed upon as suitable locations for the RV Dealer Kiosk signs. All <br />attendees agreed to the location of the signs with the exact location to be determined by <br />the City Engineer, who will consider the safety of vehicular and pedestrian safety. Each <br />location will have an "L" shaped sign (two signs immediately adjacent to each other at <br />an angle) to provide maximum visibility. Where possible, the signs will be double faced <br />in order to reduce the total number of signs required. In any event, there will be no <br />more than one RV Dealer sign and one Residential sign at any given location. The RV <br />Dealer sign locations, as approved and recommended by the City Engineer, and <br />existing Residential sign locations are attached as Exhibit "A" to a Resolution <br />(attachment "B"), which adopts a Kiosk Directional Sign Program for the City. <br />The second issue is the design of the sign. There are two schools of thought when it <br />comes to the design of the signs for the RV Dealers. One is that the kiosk should only <br />have two panels on it, based on the geographic location of the RV Dealers: one <br />identifying the Dealer not located within or immediately adjacent to the American RV <br />Expo, with an arrow in one direction and one identifying American RV Expo with an <br />arrow in another direction. The second is that the kiosk should be dealer based and <br />have a panel for each Dealer with arrows directing traffic to their respective locations. <br />Currently, there are six RV Dealers in the Cooley Ranch area: five in or immediately <br />adjacent to the American RV Expo and one North of Washington St. on Cooley Lane. <br />Those supporting the geographical based signage contend that the dealer based <br />signage has the majority of the arrows on the kiosk pointing in the same direction and <br />as such, will prejudice consumers to first visit those RV Dealers and as a result, <br />compromise sales to the RV Dealer located in a different geographical location. <br />Those supporting the dealer based signage contend that they each are a business, <br />each have a City business license, each generate sales tax and use their business <br />name in their advertising efforts. Having a panel identifying the American RV Expo <br />would render the Dealers' individual advertising ineffective. They contend that the RV <br />Dealers should not be penalized because they chose to locate adjacent to other RV <br />Dealers and rent space from the American RV Expo mall as part of their business <br />strategy. <br />After a lengthy discussion, a compromise was reached. The kiosk will be dealer based, <br />allowing each RV Dealer to purchase a panel on the kiosk and providing a consistent <br />look with the City's existing residential kiosks. Each RV Dealer will be limited to <br />purchasing a maximum of one panel on each sign face. Initially, the RV Dealer in a <br />different geographical location will be entitled to one sign, equivalent to the size of two <br />panels; all other specifications will remain the same (i.e. type size, font style, etc.).
