Report to City Council regarding Directional Sign Program <br />November 19, 2002 <br />Page 3 of 4 <br />Attached as Exhibit "B" to the Resolution is the recommended design and specification <br />for Colton's Kiosk Program. Hoak Outdoor Advertising, the company who currently <br />manufactures and maintains the residential kiosk signs in Colton and other cities, has <br />provided input that is consistent with the specifications of the sign's design (i.e size <br />height, lettering height, etc). The new kiosks will be comparable to the existing <br />residential kiosks, with a slight modification in style and design. The RV Kiosks shall <br />bear the name "City of Colton," a slogan if desired (i.e Miracle Mile of RVs) and the City <br />logo. New residential kiosks will be required to be built pursuant to these specifications, <br />absent the slogan. <br />Each panel shall bear the Dealer or residential development name. It shall have only <br />one line of text and shall have no text other than the business name; logos or <br />characters other than punctuation are not permissible. The font shall be the same on <br />each panel. The formatting of each panel shall be identical (i.e alignment), other than <br />the RV Dealer or residential development name and length of directional arrow, as <br />permitted by available space after the name is on the sign. <br />The specifications allow a total of seven panels. The initial RV Kiosks will have enough <br />panels to accommodate five panels and the one panel equivalent to the size of two for <br />the RV Dealer not located in the American RV Expo mall. If and when another RV <br />Dealer opens for business North of Washington St. and requests to purchase a panel <br />on a sign, the panel of the RV Dealer with the one panel equivalent to the size of two <br />panels will be modified to be consistent with the specifications and other panels. There <br />shall, however, be no more than the equivalent of seven panel spaces allowed on any <br />of the Kiosk sign faces, as called out for in the specifications. <br />Should the attached Resolution be adopted, staff will negotiate with directional sign <br />companies to find a suitable organization to administer the Directional Kiosk Sign <br />Program. Costs of installing the signs will be borne by the sign company and the <br />businesses purchasing space on the sign. The successful candidate will work with <br />Community Development, Engineering and other city departments, as necessary, to <br />install and maintain the signs <br />Financial Analysis <br />Typically, companies administering directional sign programs charge a monthly fee to <br />each participating business. The fees collected pay for the initial construction of the <br />sign, the construction of each panel and maintenance of the sign. The City will have no <br />costs associated with implementation of the Directional Sign Program other than the <br />initial administration and occasional monitoring of the signs to ensure compliance with <br />the approved program. <br />Environmental Impact <br />The signs have been designed to conform to the existing residential directional signs <br />and the City Engineer has reviewed the specifications and locations of the RV Dealer <br />signs to ensure that vehicular and pedestrian safety is not compromised. <br />R:NweRDA\Meetin&,\2002 Meetinp\RDA City Council\Novouber 19, 2002\rWenlers 111802.doe <br />
