Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF October 1, 2002 <br />TO: Honorable Mayor and City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: Use of Colton Civic Center Parking Lot and Waiver of Residential Sales <br />Fee and Permit Process for Annual Community "Make a Difference Day" <br />DATE: September 23, 2002 <br />BACKGROUND <br />The City of Colton annually sponsors "Make a Difference Day". The event provides a collection <br />point for residents to dispose of personal refuse. Last year's collection point was in the Civic <br />Center Parking Lot where numerous refuse containers were filled and removed by Taormina. They <br />provided the containers and several staff free of charge. <br />DISCUSSION/ANALYSIS: <br />This year's event has been scheduled for Saturday, October 26, from 7:00 a.m. to 4:00 p.m. It <br />would again include the use of the Civic Center Parking Lot. <br />New this year is a request for the City Council to waive the $5.00 Residential Sales Fee and <br />corresponding permit normally associated with private garage sales. It is hoped that by waiving the <br />fee and permit process, it will encourage residents to clean up around their homes. Staff will make <br />contact with various non-profit agencies interested in picking up any leftover garage sale items at <br />the end of the day. This would further assist residents in disposing of unwanted items. <br />To be eligible for the wavier residents would need to pre -register with the City. Various <br />advertisements will notify residents of this opportunity and how to register. <br />The day's "Make a Difference Day" would also include the cleaning of Stover Avenue and Agua <br />Mansa Road. The City would clean selected alleys throughout the City as well. Crews from both <br />the Public Services Department and the Parks Division of the Parks, Recreation & Family Services <br />Department. <br />FINANCIAL IMPACT: <br />The disposal portion of the day at the Civic Center is budgeted. The use of City crews for road and <br />alley clean up would not have an adverse impact on the budget. Regularly scheduled weekend staff <br />would utilize weekend crews, consisting primarily of County Restitution Workers. <br />
