CITY OF COLTON Item #21 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of October 15, 2002 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF EMERGENCY WATER SUPPLY AGREEMENT WITH THE RIVERSIDE <br />HIGHLAND WATER COMPANY. <br />DATE: October 8, 2002 <br />BACKGROUND: <br />The City of Colton municipal water system has connections to adjacent utilities that allow the city to deliver <br />or receive water in the event of an emergency. Currently there are two connections with the Riverside <br />Highland Water Company that are available for use during times of need. These connections have been <br />instrumental in providing an interim perchlorate free source of supply during peak periods. <br />DISCUSSION/ANALYSIS: <br />The City is a shareholder in the Riverside Highland Mutual Water Company (RHMWC). However, the State <br />of California closely regulates the service area boundary and where water can be delivered by RHMWC. As <br />such, a formal agreement is necessary to properly define the circumstances and compensation the <br />Company may receive to deliver water outside of the RHMWC service area to ensure compliance with the <br />RHMWC bylaws and statutes which govern their operations <br />A formal agreement has been drafted by the City Attorney and has been reviewed by RHWC legal counsel. <br />The agreement provides for a mutual exchange of water during times of immediate need and is equally <br />beneficial to both agencies. <br />ALTERNATIVES: <br />Not enter into an agreement with the RHMWC and serve water with detectable levels of perchlorate during <br />peak demand periods. <br />FINANCIAL IMPACT: <br />Funds are available in the Purchased Water Account 521-8100-8101-2331-0000-000. <br />ENVIRONMENTAL IMPACT: <br />There are no direct environmental impacts associated with the contract. <br />RECOMMENDATION: <br />Staff recommends that the City Council approve the emergency water supply agreement with the Riverside <br />Highland Mutual Water Company and authorize the City Manager to execute the document. <br />Report prepared by: Eric R.
