B. Restoration of the original finish of the tables and benches using a high-quality <br />concrete/cement medium. This may be accomplished by first conducting a paint <br />analysis of the extant painted surfaces that cover the tables. If it is determined <br />that the tables were originally painted, then the original color should be <br />replicated; all extant layers of paint should be carefully removed; and the tables <br />repainted using the replicated color paint. <br />C. The commemorative plaques should be restored to their original character. This <br />may be accomplished by stripping the extant layers of paint from the plaques, <br />followed by the application of a clear coat of paint or preservation, in order to <br />preserve the integrity of the plaques. <br />D. An exhibit should be erected near the tables, which provided a statement on the <br />historical significance of the tables. This exhibit should be ancillary to the Colton <br />Historic Landmark medallion that is customarily placed upon significant historical <br />resources. The medallion should be permanently affixed to the exhibit. In <br />addition, a notice should be placed at either end of the picnic tables and benches <br />stating that defacing or destruction of landmark historical resources is punishable <br />by fine and/or imprisonment. <br />E. Landscape architecture, particularly shade trees, should be placed around the <br />picnic tables and benches in order to replicate the 1921 setting and location. <br />FINANCIAL IMPACT: <br />The designation of this historic landmark will create a financial impact to the City that is <br />unknown at this time. Evaluation of available grants and/or incentive programs would need to be <br />researched. <br />ENVIRONMENTAL IMPACT: <br />The project has been determined to be categorically exempt pursuant to Section 15061(b)(3) <br />and Section 15331 of the California Environmental Quality Act (CEQA) Guidelines. <br />RECOMMENDATION: <br />Based on the Historic Preservation Commission's review and the recommendation of <br />Archaeological Consulting Services, of the historically eligible site, staff recommends <br />designation of historic Landmark #49 as described above. <br />Attachment: Exhibit A <br />Resolution <br />REVIEW TEAM ONLY / <br />City Attorney: /ii.if . /N Finance Director, A 41 <br />City Manager: hAA�- OTHER: <br />
