CLARKE, UTILITY DIRECTOX--klr� <br />SUBJECT- Combined Study Agreement with Southern California Edison <br />DATE: September 9, 2002 <br />BACKGROUND: The City Council has approved to build the Agua Mansa Power Plant at <br />the Beckett Ranch property located on Ague Mansa Road. As part of the project, the output <br />of the generation will be interconnected to our Colton-Drews 66 kV transmission line. The <br />staff has decided to use this output solely to serve our load. According to Section 6.2 of the <br />Wholesale Distribution Tariff with Southern California Edison (SCE), any generation <br />interconnection has to go through the process to submit the application. The City has <br />submitted the application along with the required technical details to SCE on August 22, 2002. <br />DISCUSSIONIANALYSIS: Due to the interconnected nature of the grid, SCE requires the <br />City to enter into a Combined System Impact and Facilities Study Agreement to determine the <br />new generation's impact on the SCE system and any required changes if necessary to <br />accommodate it. This is a technical requirement to review the impact on their system. <br />The estimated cost to complete the Study is $30,000. The completion of the Study would <br />take ninety days from the date of signing this agreement. The City has to follow this <br />procedure as part of the Restructuring Agreement with the SCE. <br />The Agua Mansa Power Plant is a fast track project with an estimated completion of the <br />project by June 2003 <br />ALTERNATIVES: The City has no other option than to interconnect with the existing City <br />system which is interconnected to the SCE system. <br />
