Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF APRIL 1, 2003 <br />TO: Honorable Mayor and City Council <br />FROM: Candace Cassel, Redevelopment Manage( 1C— <br />�4--,l <br />SUBJECT: Consideration and Approval of Resolution to'Purchase Certain <br />Tax Defaulted Real Property: Parcel Nos. 0161-221-03-0000, <br />0275-313-33-0000, and 0275-313-61-0000. <br />DATE: March 25, 2003 <br />Parcel Nos. 0161-221-03-0000, 0275-313-33-0000, 0275-313-61-0000 have gone into tax <br />foreclosure and will be sold due to delinquent tax payments. Pursuant to Chapter 8 of the Revenue <br />and Taxation Code, a Redevelopment Agency may object to the sale of properties located within <br />designated survey areas and file a request for an option to purchase the property. The <br />Redevelopment Agency must intend to use the property to preserve or construct residential <br />properties for low-income persons or for public use. <br />The Agency and City have discussed using parcel no. 0161-221-03, and others located at the <br />Northwest comer of Mt. Vernon and Colton Ave., for a senior housing complex or public safety <br />facility. The Agency has initiated action on properties within Rancho Mediterrania to ensure that title <br />is clear. Parcel Nos. 0275-313-33 and 0275-313-61 are the two remaining parcels to be cleaned up <br />and are available through the tax sale. Should the property be purchased through the tax sale, the <br />Agency's financial interests it believes it holds in the properties will be lost. The Agency owns the <br />home situated on one of the properties and the other property is vacant. <br />On February 20, 2001, the Agency Board approved Agency Resolution No. 769 (Attachment A), <br />which authorized the Executive Director to negotiate with the County Treasurer -Tax Collector to <br />purchase certain tax defaulted properties located at Rancho Mediterrania and the Northwest comer <br />of Colton Ave and Mt. Vernon. <br />Since passage of Agency Resolution No. 769 staff has negotiated with the County Treasurer -Tax <br />Collector to purchase parcels numbers 0161-221-03-0000, 0275-313-33-0000, and 0275-313-61- <br />0000. Staff has also completed the Purchase Application, Objection Letter, and is prepared to <br />provide various requested documents such as the Redevelopment Agency Mission Statement and <br />related survey area maps as requested by the County Treasurer -Tax Collector in its letter dated <br />November 27, 2002 (Attachment B). <br />Pursuant to section 3775 of the California Revenue and Tax Code, since the Agency is removing <br />
