Item #7 CITY OF COLTON AGENDA REPORT FOR CITY COUNCIL MEETING OF APRIL 15, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: DILU DE ALWIS, FINANCE DIRECTOR SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE APPOINTMENT TO THE FULL-TIME POSITION OF WAREHOUSE SUPERVISOR IN THE FINANCE DEPARTMENT DATE: APRIL 7, 2003 BACKGROUND Since September 1, 2001 there has been a vacancy of a Warehouse Supervisor in the Purchasing Division of the Finance Department. The salary range for this position is $2,875 to $3,494 per month. DISCUSSION/ ANALYSIS Since September 1, 2001 there has been a vacancy of the Warehouse Supervisor in the Purchasing Division of the Finance Department. This position was under -filled with a Storekeeper on April 8, 2002. With the pending retirement of a Storekeeper and the decentralization of the Purchasing functions, it is in the best interest of the City to fill the vacancy with a Warehouse Supervisor to perform storekeeper duties as well as purchasing tasks relating to the warehouse. This will ensure that warehouse records and the related inventory are accurate, and not subject to audit findings. This change in staffing need was discussed and approved at the Fiscal Management Committee meeting of March 26, 2003. ALTERNATIVES Finance Department can recruit a Storekeeper instead of a Warehouse Supervisor and provide occasional supervision since Finance is not located at Corporate Yard. This however will not provide hands on supervision of the warehouse operation and could increase the potential of audit findings. FINANCIAL IMPACT The funds will be appropriated in the fiscal year 2003-2004 budget for this position in the Warehouse Salary account number 605-6040-6043-1010 and the Warehouse Employee Benefit account number 605-6040-6043- 1100.
