Item #12 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF APRIL 15, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER e SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR CONSTRUCTION OF CONGRESS STREET PARKING PROJECT DATE: APRIL 3, 2003 BACKGROUND: In July of 2001, the City of Colton approved an agreement with FHJ General Partnership, Cutting Edge Supply, hic. for the exchange of two parcels of land. The City's parcel had been used as a parking lot for the Veteran's Park ball field with access off of Congress Street. The Cutting Edge parcel is to become a new City parking lot adjacent to the field on the north and Congress Street to the south. The design for the parking lot has been completed and prepared by Loren Phillips and Associates. The scope of work of the project includes the construction of 3" thick A.C. pavement, 3' wide concrete inverted gutter, 6" concrete curb, and 4" dia. PVC drainage system with 24"x24" grate inlet catch basin. ANALYSIS/DISCUSSION: The Congress Street Parking Project is now ready for the public bidding process which will be handled by the Engineering Department. During this time, every attempt will be made by the Engineering Department staff to ensure a wide range of potential Bidders are reached by the advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses where Contractors can view Plans, Specifications & Documents. ENVIRONMENTAL IMPACT: The proposed public improvement is exempt under CEQA Section 15311 — Construction, or placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities.
