Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF APRIL 15, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER e <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR <br />CONSTRUCTION OF CONGRESS STREET PARKING PROJECT <br />DATE: APRIL 3, 2003 <br />BACKGROUND: <br />In July of 2001, the City of Colton approved an agreement with FHJ General Partnership, Cutting <br />Edge Supply, hic. for the exchange of two parcels of land. The City's parcel had been used as a <br />parking lot for the Veteran's Park ball field with access off of Congress Street. The Cutting Edge <br />parcel is to become a new City parking lot adjacent to the field on the north and Congress Street to <br />the south. The design for the parking lot has been completed and prepared by Loren Phillips and <br />Associates. <br />The scope of work of the project includes the construction of 3" thick A.C. pavement, 3' wide <br />concrete inverted gutter, 6" concrete curb, and 4" dia. PVC drainage system with 24"x24" grate <br />inlet catch basin. <br />ANALYSIS/DISCUSSION: <br />The Congress Street Parking Project is now ready for the public bidding process which will be <br />handled by the Engineering Department. During this time, every attempt will be made by the <br />Engineering Department staff to ensure a wide range of potential Bidders are reached by the <br />advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses <br />where Contractors can view Plans, Specifications & Documents. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvement is exempt under CEQA Section 15311 — Construction, or <br />placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or <br />institutional facilities. <br />
