CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF APRIL 15, 2003 <br />Item #16 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: AMER JAHKER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT RESOLUTION AMENDING RESOLUTION #2119 ADDITIONAL <br />NO PARKING AREAS ALONG CERTAIN PORTIONS OF WASHINGTON <br />STREET <br />DATE: April 2, 2003 <br />BACKGROUND: <br />The State of California Vehicle Code allows parking restrictions if adopted by a City ordinance or a <br />resolution. Section 23 of the City of Colton Resolution # 2119 lists areas of the City of Colton with <br />parking restrictions. Vehicles parked along the north curb line of Washington Street obstruct <br />visibility of motorist exiting the driveways of the apartment complexes between Meadow Lane and <br />Cooley Drive. <br />ANALYSIS/DISCUSSION: <br />The attached resolution amends Resolution # 2119, to include a parking prohibition along portions <br />of the north side of Washington Street, near the driveways that serve the apartment complexes. This <br />restriction will allow a greater site distance and create a safer movement from the driveways. This <br />action will reduce the number of off-site parking spaces from 43 to 30. The apartment complexes <br />provide on-site parking. <br />FINANCIAL IMPACT: <br />This action will require the installation red paint along the curb. The Public Services Department <br />will perform this installation with no additional funding. <br />ENVIRONMENTAL IMPACT: <br />None. <br />RECOMMENDATION: <br />Staff recommends that Council approve the attached resolution, authorizing the restriction of <br />parking along portions of north side of Washington Street as defined in the attached resolution. <br />
