CITY OF COLTON Item #18 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of April 15, 2003 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF CHANGE ORDER NO. 1 IN THE AMOUNT OF $67,000 TO THE <br />KRIEGER & STEWART, INC., CONTRACT FOR CONSTRUCTION MANAGEMENT AND <br />INSPECTION OF WELL NOS. 27, 28, and 29 <br />DATE: April 7, 2003 <br />BACKGROUND <br />Krieger & Stewart Inc. was initially selected by the City of Colton to provide design and construction <br />engineering services for the construction of two wells. Due to the reduction in source capacity as a result <br />of perchlorate contamination, the scope of work was expanded to include two additional wells in order to <br />meet the water supply requirements of the City. <br />DISCUSSION/ANALYSIS <br />By Council action on October 2, 2001, Krieger and Stewart, Inc. was hired to provide construction <br />management and inspection services for the construction of two wells. <br />Krieger & Stewart's original proposal for services related to providing engineering, design, and construction <br />phase engineering for drilling and equipping two new wells for the City of Colton. Subsequent to execution <br />of the agreement for said services, City staff informed Krieger & Stewart that they would like to pursue <br />constructing three to four wells in lieu of two wells due to increased need for production capacity (including <br />loss of use of existing wells in the Western Zone due to perchlorate contamination). <br />Krieger & Stewart subsequently prepared contract documents for drilling up to four wells at the Rialto and <br />Walnut Well Fields and provided complete design and construction engineering services related to this <br />work (i.e., drilling and water quality testing four well pilot bores together with reaming, casing, and <br />developing three of the pilot bores and abandoning the fourth pilot bore due to poor water quality). <br />Services provided by Krieger & Stewart included pilot bore formation sampling for four well pilot bores, <br />aquifer zone sampling for four well pilot bores, inspecting construction and development of three <br />completed wells and abandonment of the fourth well (E2 North pilot bore) due to poor water quality, and <br />addressing problems associated with drilling, sampling, and developing F1 South Well. <br />Subsequent to completion of the three new wells (Wells 27, 28, and 29), Krieger & Stewart prepared <br />Contract Documents for equipping of the wells. In addition, Krieger & Stewart has provided bid phase <br />services and is currently providing construction management services. <br />Engineering services related to the work provided to date, including the additional work listed above, have <br />exceeded the original engineering services agreement amount of $280,706.00. An amendment to the <br />agreement is necessary to complete the construction phase engineering services for the additional wells. <br />It is estimated that the additional cost of inspection, survey, and pumping plant design services will not <br />exceed $67,000. <br />ALTERNATIVES <br />1. Cease construction on the three wells and purchase water from the City of San Bernardino. <br />
