Item #21 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF APRIL 15, 2003 <br />TO: Honorable Mayor and Council Members <br />FROM: Al Holliman, Assistant City Manage; <br />SUBJECT: Proposed Human Resource Administrative Policy Change Related to Minimum <br />Education Qualifications <br />DATE: April 8, 2003 <br />BACKGROUND <br />At last years' City Council workshop with Strategic Business Ethics, one of the Council's directives was to "raise the bar' with respect to <br />enforcement of education requirements for professional level and management positions. As a result, during last year's job and <br />compensation study for the executive, mid -manager, and general units, the education requirement was changed to require a bachelors <br />degree for applicable positions. Employees currently occupying the related positions without the requisite degree were "grandfathered" <br />and, therefore, were not penalized. <br />DISCUSSION/ ANALYSIS <br />In meetings with the Financial Management Committee when considering position consolidations and reclassifications it was decided <br />that strict imposition of the degree requirement may impede having the best management in certain, albeit rare, instances and some <br />"exception" criteria needed to be established. As a result, an administrative policy change is being recommended that would allow <br />appointment of an existing City employee without a bachelors degree to a higher level position with the degree requirement under the <br />following conditions: <br />t. Must be approved by the City Manager. <br />2. Must be a department head or division head management position only (would carry the director or manager designation.) <br />3. Must be continually enrolled in a bachelor's degree program and carry a minimum of 6 semester or 6 quarter units at all times <br />(not counting summer sessions.) <br />4. The salary range for the position will be reduced by 10% until the bachelor degree is completed. <br />5. The only approved excuse for not being continually enrolled is a doctor's determination of "temporary disability" and no more <br />than one semester or one quarter can be missed. Otherwise, the incumbent must forfeit rights to the position. <br />It is recommended that this policy be effective as of May 1, 2003. <br />FINANCIAL IMPACT <br />None <br />ENVIRONMENTAL IN <br />None <br />RECOMMENDATION <br />Direct staff to prepare an administrative policy reflecting the aforementioned exceptions to enforcement of the bachelors degree <br />requirement. <br />REVIEW TEAM ON Y <br />City Attorney: Finance Dlrectorc�) <br />City Manager: OTHER: <br />
