month, which only includes a $25 monthly increase as a housekeeping matter to maintain the 5% spread versus the <br />higher paying City Council position. In addition, it is proposed that a 5% differential be paid to the Executive Assistants in <br />the Electric Utility, Police Department, and Parks, Recreation, and Family Services Department for possession of a <br />Purchasing Certificate issued by an accredited university or college. Furthermore, it is proposed that a 5% differential be <br />paid to the Executive Assistant assigned to the Human Resources Division of the City Manager's department for <br />possession of a Human Resources certificate issued by an accredited university or college. The Executive Assistant to <br />the City Council may earn the 5% differential by possession of either the purchasing certificate or human resources <br />certificate. <br />These recommendations have been discussed with representatives from the San Bernardino Public Employees <br />Association (SBPEA). The non -confidential Executive Assistant positions will be represented by SBPEA in the mid - <br />manager unit. The proposed changes will be effective on May 1, 2003. <br />Further analysis is underway regarding the other administrative support positions, and it is anticipated that additional <br />recommendations will be brought back to the City Council by August (approximately four months.) The goal of the <br />additional revisions is to provide for greater efficiency and equity in having related employees provide more diverse duties <br />One other change is also being recommended by the Fiscal Management Committee to take effect on May 1, 2003 when <br />the Executive Assistant position changes are implemented. As a cost cutting measure, the Administrative Assistant <br />position in the City Clerk's department is recommended for elimination. However, no employees in that department will be <br />layed off. The employee occupying the existing Senior Office Specialist position will be transferred to a like vacant <br />position in the Fire Department. The existing Administrative Assistant will be returned to their prior position of Office <br />Specialist II and will underfill the budgeted Senior Office Specialist position (vacated by way of the transfer of the <br />incumbent to the Fire Department.) <br />FINANCIAL IMPACT <br />One of the purposes of these related recommendations is to save money. The Executive Assistant reclassifications are <br />part of an overall savings plan being completed by the Financial Management Committee for the 2003/04 budget. It is <br />estimated that citywide annual budget reductions of approximately $170,000 are attributable to the elimination of the <br />Purchasing Manager position and the three Administrative Assistant positions netted against the slight increases <br />attributable to the Executive Assistant reclassifications. <br />ENVIRONMENTAL IMPACT <br />None <br />Approve the Financial Management Committee's recommendations to take effect on May 1, 2003 as follows: <br />A. Broaden the use of the Executive Assistant position to include the Electric Utility, Police Department, and Parks, <br />Recreation, & Family Services Department and direct staff to prepare changes to the job description accordingly. <br />B. Eliminate the Purchasing Manager position. <br />C. Eliminate the Administrative Assistant position in the City Clerk's office. <br />D. Eliminate the Administrative Assistant position in the Electric Utility. <br />E. Eliminate Executive Assistant position in the City Manager's department; transfer the position to Parks, Recreation, <br />and Family Services and eliminate one Administrative Assistant position in that department. <br />F. Reclassify the Executive Secretary to the Police Chief to Executive Assistant. <br />G.
