CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 19,2003 <br />Item #2 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER P.E., CITY ENGINEER (9) <br />SUBJECT: APPROVE AN ORDINANCE AMENDING CHAPTER 10.04, <br />SECTION 16.A OF THE COLTON MUNICIPAL CODE, <br />ADOPTING SPEED LIMITS UPON CERTIAN STREETS IN THE <br />CITY OF COLTON <br />DATE: July % 2003 <br />BACKGROUND: <br />Section 40802 of the State of California Vehicle Code states that the timing of a vehicle <br />through a defined section of roadway or the use of a radar or electronic speed measuring <br />device is illegal evidence, unless the posted speed limit is established by an engineering <br />and traffic survey, conducted within five years. This requirement is not applicable to local <br />streets defined by the three following criteria <br />A) Not more than forty feet wide. <br />13) Not more than one half mile of uninterrupted length. <br />C) Not more than one lane in each direction. <br />DISCUSSION/ANALYSIS: <br />A Traffic and Engineering study has been completed in accordance with section 627 of <br />the State of California Vehicle Code. Of the thirty-eight street segments included in the <br />study, seven segments will have the speed decreased and three segments will have the <br />speeds increased. A listing of all street segments included in the study is attached; <br />modified street segments are listed in boldface type. Adoption of this ordinance is <br />required to allow the use of radar detectors as a tool for enforcing the proposed speed <br />limits <br />FINANCIAL IMPACT: <br />Adoption of this ordinance will require alteration of several sign faces, Public Services <br />Staff can accomplish the modifications at a nominal cost. <br />ENVIRONMENTAL IMPACT: <br />This project is exempt under Section 15301 (f) of the California Environmental Quality Act. <br />CONFLICT OF INTEREST — (Gift Disclosure Requirements) <br />Not Applicable. <br />RECOMMENDATION: <br />Staff recommends Council approve the first reading of the attached Ordinance # 0---03, <br />adopting speed limits upon the streets of Colton. <br />7/10/03 CiN Clerk's Office Cb <br />
