Item #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF AUGUST 19, 2003 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, ADMINISTRATIVE ASSISTANT II'tjY <br />APPROVE THE MEMORANDUM OF UNDERSTANDING AND <br />APPROVE AND ADOPT THE PROPOSED RESOLUTION FOR THE <br />SUBJECT: COMMUNICATION WORKERS OF AMERICA (COLTON POLICE <br />CLERKS, POLICE DISPATCHERS, AND COMMUNITY SERVICE <br />OFFICERS). <br />DATE: AUGUST 11, 2003 <br />BACKGROUND: <br />The three-year Memorandum of Understanding (MOU) with the City's Police Clerks, Police <br />Dispatchers, and Community Services Officers Bargaining Group, represented by the <br />Communication Workers of America (CWA), expired on June 30, 2003. Representatives of the <br />City and CWA have been negotiating for a successor MOU over the last several weeks. <br />DISC USSION/ANALYSIS: <br />Representatives of the City and the Communication Workers of America have reached a tentative <br />agreement, subject to formal City Council approval, with a term ending June 30, 2004. <br />The changes to the MOU and related salary and benefit increases were based upon the average <br />compensation of surrounding cities with like classifications and using benchmark positions. The <br />Police Services Clerk II and Police Dispatcher II were used as benchmark positions. The Police <br />Clerk I and Sr. Police Services Clerk salaries were adjusted by 5% below and 10% above, <br />respectively, to Police Dispatcher II. The same percentage formula was applied to the Dispatcher <br />series. This methodology will set precedent for future negotiations with the CWA; in addition, this <br />practice was used for the Colton Police Officers Association salary increases. <br />Because of the uncertain fiscal condition of local government in future fiscal years, only a one-year <br />contract could be offered to the Communication Workers of America; one-year contracts have <br />been offered to other bargaining groups whose contracts expired this year. <br />Because CWA has only contributed 1 % of the total 4% PERS cost for the 2.7% @ 55 retirement <br />benefit, CWA employees will pay 3% of the cost for the current contract year. This amount will be <br />deducted from the percentage increases under the key provisions listed below. <br />The Summary of Changes is attached and the changes within the agreement will be incorporated <br />into a subsequent comprehensive MOU with CWA. <br />Some of the key provisions in the MOU provide the following: <br />0 Increases as follows for the following classifications: Community Services Clerk increase of <br />
