CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF August 19, 2003 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: TERESA DELGADO, HUMAN RESOURCES MANAGER SUBJECT: THIRD AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT DATE: AUGUST 8, 2003 Item #10 BACKGROUND: The City Council and City Manager Daryl Parrish originally entered into an employment agreement in June 2001 for management services to be provided by Mr. Parrish as City Manager for City of Colton. In July 2002, the City Council and Mr. Parrish agreed to amend the employment agreement as a result of discussions which took place during a workshop attended by City Council and City staff. In July 2003, the City Council evaluated Mr. Parrish's work performance. Mr. Parrish is now requesting an amendment to his employment agreement regarding the term of the agreement and certain benefits for professional development. DISCUSSION/ANALYSIS: The proposed amendments include the following provisions: (1) The term of the agreement shall be extended one year, to expire on June 5, 2006. (2) The City will pay the fees for Mr. Parrish to attend the John F. Kennedy School of Government Executive Program scheduled for July 2004. Total fees for the program are estimated to be $9,500. In exchange for this benefit, Mr. Parrish has agreed to do the following: (i) forfeit his attendance at the ICMA Conference for 2003 and 2004 (approximate cost $6,000); (ii) apply $1,500 of tuition reimbursement as partial payment for the program; and (iii) use forty (40) hours of paid vacation while attending the program (approximate value $2,574). The total value of the exchanges is approximately $10,074. FINANCIAL IMPACT: No financial impact will result from the proposed amendments because the cost of Mr. Parrish's attendance at the Executive Program will be offset by the exchanges described above. ENVIRONMENTAL IMPACT: No environmental impact is anticipated. CONFLICT OF INTEREST — Gift Disclosure Requirements Not applicable. ALTERNATIVES: 1. Deny approval of the Third Amendment to the Employment Agreement between the City of Colton and the City Manager. 2. Recommend revisions to the Third Amendment. RVPUB/NGS/657692
