CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 19, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: TERESA DELGADO, HUMAN RESOURCES MANAGER <br />SUBJECT: THIRD AMENDMENT TO CITY MANAGER EMPLOYMENT <br />AGREEMENT <br />DATE: AUGUST 8, 2003 <br />Item #10 <br />BACKGROUND: <br />The City Council and City Manager Daryl Parrish originally entered into an employment <br />agreement in June 2001 for management services to be provided by Mr. Parrish as City Manager <br />for City of Colton. In July 2002, the City Council and Mr. Parrish agreed to amend the <br />employment agreement as a result of discussions which took place during a workshop attended <br />by City Council and City staff. In July 2003, the City Council evaluated Mr. Parrish's work <br />performance. Mr. Parrish is now requesting an amendment to his employment agreement <br />regarding the term of the agreement and certain benefits for professional development. <br />DISCUSSION/ANALYSIS: <br />The proposed amendments include the following provisions: <br />(1) The term of the agreement shall be extended one year, to expire on June 5, 2006. <br />(2) The City will pay the fees for Mr. Parrish to attend the John F. Kennedy School of Government <br />Executive Program scheduled for July 2004. Total fees for the program are estimated to be <br />$9,500. In exchange for this benefit, Mr. Parrish has agreed to do the following: (i) forfeit his <br />attendance at the ICMA Conference for 2003 and 2004 (approximate cost $6,000); (ii) apply <br />$1,500 of tuition reimbursement as partial payment for the program; and (iii) use forty (40) hours <br />of paid vacation while attending the program (approximate value $2,574). The total value of the <br />exchanges is approximately $10,074. <br />FINANCIAL IMPACT: <br />No financial impact will result from the proposed amendments because the cost of Mr. Parrish's <br />attendance at the Executive Program will be offset by the exchanges described above. <br />ENVIRONMENTAL IMPACT: <br />No environmental impact is anticipated. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Not applicable. <br />ALTERNATIVES: <br />1. Deny approval of the Third Amendment to the Employment Agreement between the City <br />of Colton and the City Manager. <br />2.
