Item #17 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF AUGUST 19, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER 0) <br />SUBJECT: AUTHORIZATION REQUEST TO CONTRACT FOR <br />COMPREHENSIVE STORM DRAIN PLAN NO. 3 PROJECT 3-5, <br />PROJECT DEVELOPMENT AND PRELIMINARY ENGINEERING <br />AND APPROVE THE AUTHORIZING RESOLUTION. <br />DATE: AUGUST 11, 2003 <br />BACKGROUND: <br />In 1986 the Cities of Colton and San Bernardino and the San Bernardino County Flood <br />Control District entered into an agreement to review alternatives, and develop a drainage <br />plan, to remedy drainage concerns in the westerly portion of Colton. The East Rialto <br />Channel, and the Pepper, Mill and Randall Basins, located to the north have been <br />evaluated and found not to be adequate to contain major storm flows. In addition to this, <br />there is no outlet Basin or drainage facilities to conduct storm water flows south, under <br />Interstate 10 and under the Southern Pacific Railroad tracks to the Santa Ana River. <br />The existing facilitates provide little or no mitigation from flooding that occurs on the <br />westerly most portion of the community. In 1973 a conceptual plan was developed, <br />identifying improvements that will provide the channeling system necessary to eliminate <br />area flooding by providing collection systems and a conduit to the Santa Ana River. The <br />Comprehensive Storm Drain Plan 3-5 (CSDP 3-5) encompass approximately 940 acres <br />of tributary area within the jurisdictions San Bernardino City, Rialto, Colton and <br />unincorporated areas within San Bernardino County. The aforementioned jurisdictions <br />funded an engineer's report, prepared by the County Flood Control District and adopted <br />by the County Board of Supervisors in March 1991 to evaluate alternatives for the project. <br />The engineer's report evaluated several different alignments including retention basins, <br />subsurface storm drains and open channels. The recommended alternative was to <br />provide modifications to existing detention basins and to construct a concrete trapezoidal <br />channel and pipe storm drains ranging from 42" to 120 inches in diameter. <br />
