FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: ACCEPTANCE OF THE CONSTRUCTION OF WELL NOS. 27, 28, AND 29 AS 100% COMPLETE <br />AND AUTHORIZATION FOR THE DIRECTOR OF WATER AND WASTEWATER OPERATIONS TO <br />FILE THE NOTICE OF COMPLETION <br />DATE: July 23, 2003 <br />On May 9, 2002 Colton Utility Authority awarded a contract for construction of up to four new wells to Layne <br />Christensen Company, in an amount not -to -exceed $1.4M. This was in response to the need for new <br />replacement facilities for several wells that had exceeded their useful life whose sources of supply are an <br />essential element of the water system master plan. <br />DISCUSSION/ANALYSIS <br />A total of four test holes were drilled. Based upon the water quality information gathered from the test <br />borings, three wells were constructed. The Production Capacity of the three wells is as follows: Well 27 — <br />1,720 gallons per minute (GPM), Well 28 — 1,250 GPM, Well 29 — 750 GPM. The initial contract amount was <br />$1,441.840. The project was completed at a total cost of $1,062,208, which was $379,631.03 under budget. <br />FINANCIAL IMPACT <br />Funds from the Water Operations Capital Equipment Account Number 521-8100-8101-4955 were used. <br />ENVIRONMENTAL IMPACT <br />A CEQA Categorical Exception was prepared and recorded based on the criteria that the new wells are <br />replacement facilities. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Layne Christensen Company <br />President: Dave Singleton, General Manager <br />Contact: Jim Hausladen <br />RECOMMENDATION <br />Staff recommends the Colton Utility Authority acceptance of the construction of Well Nos. 27, 28, and 29 as <br />100% complete and authorization for the Director of Water and Wastewater Operations to file the Notice of <br />Completion. <br />Attachment: Notice of Completion <br />Prepared by: Eric R.
