FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS SUBJECT: ACCEPTANCE OF THE CONSTRUCTION OF WELL NOS. 27, 28, AND 29 AS 100% COMPLETE AND AUTHORIZATION FOR THE DIRECTOR OF WATER AND WASTEWATER OPERATIONS TO FILE THE NOTICE OF COMPLETION DATE: July 23, 2003 On May 9, 2002 Colton Utility Authority awarded a contract for construction of up to four new wells to Layne Christensen Company, in an amount not -to -exceed $1.4M. This was in response to the need for new replacement facilities for several wells that had exceeded their useful life whose sources of supply are an essential element of the water system master plan. DISCUSSION/ANALYSIS A total of four test holes were drilled. Based upon the water quality information gathered from the test borings, three wells were constructed. The Production Capacity of the three wells is as follows: Well 27 — 1,720 gallons per minute (GPM), Well 28 — 1,250 GPM, Well 29 — 750 GPM. The initial contract amount was $1,441.840. The project was completed at a total cost of $1,062,208, which was $379,631.03 under budget. FINANCIAL IMPACT Funds from the Water Operations Capital Equipment Account Number 521-8100-8101-4955 were used. ENVIRONMENTAL IMPACT A CEQA Categorical Exception was prepared and recorded based on the criteria that the new wells are replacement facilities.
