Colton Utility Authority Resin Pre -Purchase for Well Nos. 15/17 and 24 <br />July 28, 2003 <br />Page 2 of 2 <br />associated with the regenerable brine type of system. The single pass resin also eliminates concerns <br />regarding the future availability and potential increased costs of brine disposal. Although the Basin Water <br />Technology proposal has a lower per -acre-foot cost, it would take 22.9 years of operation at 1000 AF annually <br />to break even with the proposal provided by U.S. Filter due to the significantly higher initial capital cost. Thus, <br />US Filter was selected at the vendor to provide the equipment and resin service for the treatment plants. <br />The City is eligible to purchase spare resin as a part of the Proposition 50 grant for the project. As such, staff <br />recommends that the CUA authorize the purchase of resin to treat approximately 1,500 acre-feet of water. <br />The cost for resin and service at Well 15/17 is $237.62 per acre-foot of water treated. The cost for Well 24 is <br />$197.47 per acre-foot of water treated. The total cost for the pre -purchased resin and service is $564,000. <br />The pre -purchase of resin allows the City to maximize the utilization of the Proposition 50 Grant funding. This <br />will be accomplished at no cost to the City of Colton water customer. If the resin is not purchased under the <br />Proposition 50 project, the funds to treat the water will need to come from another source, e.g. RWQCB, City <br />Water Operations Account, etc. <br />FINANCIAL IMPACT <br />Funds are available in the Water Capital Equipment Account Number 521-8100-8101-3890. These funds <br />would be initially used to purchase the resin. Application to reimburse the City for the purchase of the resin as <br />a part of the Water Supply Reclamation Project funded by Proposition 50 would reimburse the City for the <br />$564,000. <br />ENVIRONMENTAL IMPACT <br />The initial study is complete and Notice of Exemption has been filed with the County Clerk. <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />US Filter <br />President: Andy Seidel <br />Contact: John R.
