I property that has already been approved to conduct composting and recycling <br />2 activities pursuant to an approved conditional use permit. Approval of the amendment <br />3 provides additional industrial development opportunities on this property_ and other <br />4 properties that designated "Medium Industrial" in the Specific Plan (See Land Use <br />5 Element: Industrial Principles 1, 2, 4 & 5, pp. 2-24). <br />iii <br />7 D. The Specific Plan Amendment promotes greater design flexibility and <br />8 encourages more economical and efficient use of land because it redesignates <br />9 additional property in the Specific Plan area for medium industrial development. <br />10 <br />11 SECTION 4. Based on the entire record before the City Council and all written and <br />12 oral evidence presented, the City Council finds the General Plan Amendment complies with <br />13 "CEQA" and hereby adopts the negative declaration for the following reasons: <br />14 <br />15 A. The negative declaration and initial study prepared for the Application <br />16 contain a complete and accurate reporting of the environmental impacts associated <br />17 with the Application. The documents have been completed in compliance with CEQA <br />and the State CEQA Guidelines. <br />18 <br />19 <br />20 B. The negative declaration and initial study prepared for the Application <br />21 reflect the independent judgment of the Planning Commission and City Council. <br />22 <br />23 C. As the approving body for the Application, the City Council reviewed <br />24 and considered the information contained in the negative declaration, initial study and <br />25 administrative record prior to approving the Application. <br />26 <br />27 D. All environmental impacts of the Application are insignificant and will <br />28 be mitigated to a level of insignificance. There is no substantial evidence in the <br />record supporting a fair argument that the Application will result in significant impacts. <br />3 <br />
