Item #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF DECEMBER 16, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER "D <br />SUBJECT: FINAL ACCEPTANCE/NOTICE OF COMPLETION FOR THE <br />CONSTRUCTION OF DAVIS PARK RESTROOM AND PARK <br />IMPROVEMENT PROJECT — TERRA -CAL CONSTRUCTION, INC. <br />DATE: DECEMBER 5, 2003 <br />71 ! l`fT7lY T\ATr'f ttw <br />On February 18, 2003, the City Council authorized the award of construction of Davis Park <br />Restroom and Park Improvement Project to Terra -Cal Construction, Inca in the amount of <br />$266,191. The project site is located in Elizabeth Davis Park. The scope of work for this project <br />includes removal and replacement of existing asphalt surrounding the baseball field bleacher area, <br />construction of handicap accessible public restrooms, installation of water, drainage and sewer <br />laterals for the proposed restrooms, miscellaneous electrical work, and installation of drinking <br />fountain. <br />A total amount of $9,393.96 (3.5% of contract amount) was added to the contract as Change Order <br />No. 1 ($1,603.21) and No. 2 ($7,790.75) attached as Exhibit "A". Change Order No. 1 was due to <br />the extra thickness required on concrete driveway leading to the entrance of the baseball field and <br />Change Order No. 2 calls for the removal of one (1) foot deep native soil and replaced it with <br />aggregate base to stabilize foundation for the restroom building. <br />ANALYSIS/DISCUSSION: <br />The contractor has completed the scope of work as specified in the contract documents. The project <br />commenced on March 31, 2003 and was completed on November 26., 2003. The completion of the <br />project encountered a substantial delay due to site conditions, such as the unstable restroom <br />building foundation, the removal of 4" asbestos water pipe found under the restroom building <br />during the excavation for foundation (removal and re-routing of this asbestos waterline was <br />performed by El -Co Contractors, Inc. as a separate contract and was approved by the City Council <br />on June 17, 2003), and the revision to the roof framing plan that required approval from the <br />Building Department. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvements are exempt under CEQA Section 15301 (b) - Repairs of <br />existing highways and streets. <br />
