Barrera, City Clerk `V" <br />SUBJECT: Public Hearing to consider the Designation of Historic Landmark #49, <br />located at Cesar Chavez Park, 670 North Colton Avenue <br />DATE: November 13, 2002 <br />BACKGROUND: <br />On August 14, 2002, the Historic Preservation Commission (Exhibit A) reviewed and approved <br />the designation of the following site as a Historic Landmark within the City of Colton: <br />Landmark #49 Concrete Picnic Tables and Benches <br />Cesar Chavez Park <br />670 North Colton Avenue <br />This site is a significant historical resource on an individual and neighborhood/district basis. <br />DISC USSION/ANALYSIS: <br />The Concrete Picnic Tables and Benches at Cesar Chavez Park were constructed in 1921 and <br />are attributed to the Eclectic, Art Moderne Style. Newman Parmer and Ezra Elgan, Contractors <br />and Builders, who lived and worked in the City of Colton, constructed them. The picnic tables <br />and benches are intrinsically associated with the opening of the Colton Memorial Park on May <br />21, 1921, a significant event in the City of Colton's history. In addition, Parmer and Elgan, the <br />Colton's Woman's Club, and the Colton Teacher's Club donated the picnic tables to the City and <br />it's citizens. <br />Historical Resources Investigation was conducted by John Stephen Alexandrowicz, RPA, <br />Archaeological Consulting Services (ACS) and the following recommendations are made to <br />preserve this significant resource: <br />No modifications to the design/construction elements of the picnic tables and benches. <br />Any changes in the architectural fabric of the picnic tables and benches would <br />compromise the architectural integrity and historic character of this significant resource. <br />2. Architectural Restoration of the picnic tables and benches via the following measures: <br />A. Restoration of the concrete fabric of the cracked, chipped and missing concrete <br />of the tables and benches. <br />B. Restoration of the original finish of the tables and benches using a high-quality <br />concrete/cement medium. This may be accomplished by first conducting a paint <br />
