Item #4 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF February 4, 2003 <br />TO: Honorable Mayor and City Council <br />FROM: Daryl Parrish, City Manager <br />SUBJECT: Approval of Policy and Procedure for Appointment of Colton City <br />Council Members to Inter -Governmental Agencies <br />DATE: January 29, 2003 <br />BACKGROUND: <br />Part of the duties of City Council Members involves participation on various boards and <br />commissions of intergovernmental agencies at the regional, State and National levels. <br />This participation ensures that the City of Colton is represented at these various levels of <br />government and that the City receives its fair share of regional, State and Federal monies <br />for vital public services. Recently, the City Council discussed the possibility of adopting a <br />procedure for appointing Council Members to the various inter -governmental agencies in <br />which the City participates. <br />DISCUSSION/ANALYSIS: <br />Staff has prepared a proposed policy which it thinks may meet your stated intentions. The <br />proposed policy provides that the City Council shall agree on the agencies to which the <br />Mayor and each Council Member will be appointed. To provide a fair and impartial <br />procedure for appointments to intergovernmental agencies, the proposed policy provides <br />a set rotation of appointments, beginning with the Mayor and continuing with Council <br />District 1 through 6, consecutively. The alternate appointee for each agency would be the <br />next elected official in the rotation. For instance, for those agencies to which the Council <br />Member from District 2 is appointed, the alternate would be the Council Member from <br />District 3. In addition, however, the policy allows the Mayor or Council Members to decline <br />an appointment if prior commitments or other conflicts would interfere with fulfilling that <br />appointment. <br />ALTERNATIVES: <br />Deny approval of the proposed policy and procedure. <br />RVPUB\NGS\646835 <br />-1- <br />
