POLICY AND PROCEDURE FOR <br />APPOINTMENT OF COLTON CITY COUNCIL MEMBERS <br />TO INTER -GOVERNMENTAL AGENCIES <br />In order to facilitate and expose the different members of the Colton City Council to the <br />varied and different inter -governmental agency ("Agency" or "Agencies") appointments, the <br />following rotating Agency appointment policy shall be adopted: <br />The City Council shall select the inter -governmental Agencies to which the Mayor and <br />Council Members will be appointed. All appointments will be for a term of two (2) years or until <br />the expiration of the elected official's term of office, whichever occurs sooner. All appointments, <br />except for appointments requiring a particular elected official(s), shall be made on a rotational basis. <br />The appointments will rotate from the Mayor, to the Council Member from District 1, to the <br />Council Member from District 2, to the Council Member from District 3, to the Council Member <br />from District 4, to the Council Member from District 5, and to the Council Member from District 6, <br />respectively. Appointments which require the designation of alternates shall follow the same <br />rotation, with the next Council Member in succession being appointed as alternate. For example, if <br />the Council Member from District 2 is appointed to an Agency which requires an alternate, the <br />Council Member from District 3 would be appointed as alternate. <br />In no manner is the appointment policy intended to compel or pressure the Mayor or Council <br />Members to accept a rotating Agency appointment. The Mayor and Council Members shall have the <br />option to decline any Agency appointment, due to prior commitments, conflicts or other personal or <br />business reasons. If the Mayor or Council Members decline the rotating Agency appointment, the <br />appointment shall rotate to the next elected official on the rotation list. <br />Following the adoption of this policy, the rotating Agency appointment cycle for each <br />separate appointment position shall begin from the elected official who last held that specific <br />appointment. For example, the Council Member from District 5 currently holds the appointment to <br />the Solid Waste Advisory Task Force, so if this policy is adopted, the Council Member from District <br />6 would be the next candidate to be appointed to this Agency. Additionally, the fact that new <br />elected officials will periodically be elected shall not alter the rotating Agency appointments. <br />RVPUB\CZC\646206 <br />
