Staff received formal proposals from four (4) Engineering Firms as follows: Kwang Cook Associate from Buena Pazk, California Andressen Architect from Fontana, Califomia Gary Miller and Associate from San Bemardino, California GK & Associates from Diamond Baz, Califomia ANALYSIS/DISCUSSION: The total cost of the renovation, in addition to the design work, is expected to range from $SOQ000 to $750,000. It is recommended that funding first come from any operating surplus for fiscal year 2002/03 with any shortfall coming from lease financing. For now, authorization is only being sought for the design work in the amount of $49,945. Copies of the four (4) proposals were sent to the Finance Department and Police Department for joint evaluation with the Engineering Department. Upon review and evaluation, the review panel detennined that Kwang Cook and Associates best meets the qualifications for this work. They were also the lowest bidder. A copy of the Kwang Cook and Associates proposal is shown on the attached Elchibit "A". ENVIRONMENTAL IMPACT The project is Exempt from environmental review under Califomia Environmenta] Quality Act (CEQA) Secrion 15301 (n (demolition of small structures) and Section 15303 (new construction of small structures). FINANCIAL/FISCAL IMPACT There are adequate unspent funds auailable in the General Fund Capital Improvement Program (CIP) reserve account to cover the design costs of $49,945. Some CIP projects, previously approved by the City Council resulted in budgetary sauings upon completion. No previously approved projects are being eliminated, scaled-back, or delayed as a result of this desigi work. RECOMII�NDATIONS: Authorize the Award of the Architectural Design Coatract for the Repair/Renovation of City Hall to Kwang Cook and Associates in the amount not to exceed $49,945, and authorize the City Manager to execute the City's Model Architectural Services Agreement (attached as E�ibit "B") with any minor changes approved by the City Manager and City Attomey as appropriate.
