Hugh Margesson, Childcare Director <br />SUBJECT: Approve Change of Name From Colton Community Childcare to <br />Early Childhood Education <br />DATE: January 13, 2003 <br />BACKGROUND: <br />For the past fourteen years, Colton Community Childcare has provided latchkey and pre-school <br />services for children (infant -12 years of age). Services are provided at four school sites, a church and <br />a leased facility. <br />ANALYSIS/DISCUSSION: <br />Childcare programs that are funded by California Department of Education contracts are becoming <br />recognized as programs that are education -based. Programs like Colton Community Childcare are <br />evaluated on the effectiveness of their curriculum and the preparation of the child to successfully <br />transition into kindergarten and beyond. At the federal, state and local levels, there is a concerted <br />effort to provide educational opportunities in after-school and pre-school programs that will assist <br />children in developing early leaming skills that will lead to later educational success. There is currently <br />a concerted effort to offer accreditation to Cotton type programs that provide effective early childhood <br />education taught by skilled teachers and aides. Now, Colton teachers arenow required to possess a <br />teaching permit, which illustrates an increasing emphasis onutilizing skilled and professional persons <br />to help the child during his or her first educational experience. A change in the program's name would <br />better identify the evolving mission of the program. <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />None <br />Staff recommends that City Council approve the requested name change from ColtonCommunity <br />Childcare to Colton Early Childhood Education. <br />REVIEW TEAM ON Y <br />CRyAttomey Finance Direct <br />City Manager.
