Engineer's Report <br />Landscaping, Lighting and Maintenance District No. 2 <br />FY 2003-2004 <br />EXECUTIVE SUMMARY <br />A. Introduction <br />The City of Colton ("City") annually levies and collects special assessments in order to <br />maintain the improvements within the existing Landscape Maintenance District No. 2 <br />("District"). The District was formed in March 2002 and is levied annually pursuant to <br />the Landscape and Lighting Act of 1972, Part 2 of Division 15 of the California Streets and <br />Highways Code ("the 1972 Act") and in compliance with the substantive and procedural <br />requirements of the California State Constitution, Article XIIID ("Article XIIID"). <br />The District includes all parcels of land within the residential subdivisions known as <br />Laing Homes, Pacific Century Homes and Young Homes - Tract 14158; Laing Homes <br />and Young Homes Tract 14159; Osborne Development Co. Tracts 14391-1 and 14391- <br />2; and Young Homes - Tracts 15165-1, 15165-2, 15873, 16025 and 16236 and a future <br />residential development located south of Randall and west of Meridian. <br />The Engineer's Annual Levy Report ("Report") for the levy and collection of annual <br />assessments related thereto for Fiscal Year 2003/2004 consisting of five (5) parts. <br />Part I <br />Plans and Specifications: A general description of the District boundaries and the <br />proposed improvements within said District. For Fiscal Year 2003/2004 the District <br />shall consist of a single benefit zone encompassing all properties within the residential <br />developments known as Laing Homes, Pacific Century Homes and Young Homes - <br />Tract 14158; Laing Homes and Young Homes Tract 14159; Osborne Development <br />Co. Tracts 14391-1 and 14391-2; and Young Homes - Tracts 15165-1, 15165-2, 15873, <br />16025 and 16236 and future residential area located south of Randall and west of <br />Meridian. <br />Part II <br />The Method of Apportionment: A discussion of property benefits from the <br />improvements and the method of calculating each property's proportional special <br />benefit and annual assessment. <br />Part III <br />MuniFinancial Page 1 <br />
