Page 2 <br />Section 7 of the resolution Declaring Intention to Levy Annual Assessments gives notices that a <br />Public Hearing regarding the LLMD will be held on Tuesday, July 15, 2003 at 6:00 p.m. At this <br />time, the City Council will hear testimony regarding the Preliminary Report of revenue and <br />expenditures contemplated for the 2003/2004 LLMD. <br />On April 1, 2003, the City Council approved an amendment to the Colton Municipal Code <br />increasing the powers and duties of the Community Facilities District Commission, (CFD), <br />specifically to include the City's two Landscape, Lighting and Maintenance Districts, (LLMD's). <br />The item was then sent to the CFD Commission requesting their involvement in the review <br />process. <br />Staff met several times with the CFD Commission during their monthly meetings to explain the <br />inter -workings of the LLMDs and the proposed review process. On June 9, the CFD Commission <br />approved the request to annually review the LLMD Engineer's Reports. However, they declined <br />to complete a review this year as they wished additional time to obtain a better working <br />knowledge of the Districts themselves. <br />FINANCIAL IMPACT <br />The District budget for 2003/2004 prepared by Muni Financial is outlined in their Annual <br />Engineer's Report, which is on file in the Office of the City Clerk as prescribed by law. <br />ENVIRONMENTAL IMPACT <br />None <br />RECOMMENDATION <br />Staff recommends that the City Council adopt the following resolutions initiating proceedings for <br />the Colton Landscape and Lighting Maintenance Assessment District No. 2 for Fiscal Year <br />2003/2004, and setting July 15, 2003 as the Public Hearing Date to determine any protests. <br />Attachments: Three (3) <br />REVIEW TEAM ONLY <br />City Attorney. <br />City Manager: <br />Finance Director: <br />OTHER: <br />
