Engineer's Report <br />Landscaping, Lighting and Maintenance District No. 2 <br />FY 2003-2004 <br />the budget and assessments calculated requires an increase greater than the adjusted <br />Maximum Assessment then the assessment is considered an increased assessment. <br />To impose an increased assessment the City must comply with the provisions of the <br />Article XIIID Section 4c, that requires a public hearing and certain protest procedures <br />including mailed notice of the public hearing and property owner assessment balloting. <br />Property owners through the balloting process must approve the proposed assessment <br />increase. If the proposed assessment is approved, then a new Maximum Assessment is <br />established for the District. If the proposed assessment is not approved, the City may <br />not levy an assessment greater than the adjusted Maximum Assessment previously <br />established for the District. <br />MuniFimncial Page 15 <br />
