Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JULY 1, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER @ <br />SUBJECT: APPROVE RESOLUTION APPROPRIATING ADDITIONAL FUNDS <br />FOR CONSTRUCTION OF VALLEY BOULEVARD MEDIAN <br />IMPROVEMENT PROJECT AND AUTHORIZE THE AWARD OF <br />CONTRACT FOR THIS PROJECT IN THE AMOUNT OF $ 324,000, <br />TO GMC ENGINEERING, INC. AS THE LOWEST RESPONSIVE <br />AND RESPONSIBLE BIDDER <br />DATE: JUNE 23, 2003 <br />BACKGROUND: <br />The proposed project site is along Valley Blvd. between Rancho Avenue and 3rd Street. The Colton <br />High School fronts the northerly side of Valley Blvd. With traffic volume increasing and with the <br />establishment of a fastfood chain in the area, it is necessary to construct this center median to direct <br />students and other pedestrian to cross at signalized controlled intersections. <br />The scope of work for the project includes asphalt paving, construction of medians with stamped <br />concrete on each end, a five foot high decorative fencing along the center of median, installation of <br />median landscaping and irrigation, concrete sidewalk, curb and gutter, driveways, handicapped <br />ramps, miscellaneous electrical works, and pavement striping and markings. <br />On May 6, 2003, the City Council approved the resolution appropriating funds and authorized the <br />request to solicit public bids for this project. The advertisement for public bidding began on May <br />19, 2003 and the bid opening was conducted on June 23, 2003. Staff received formal proposals <br />from three (3) firms, with their corresponding bid amount as follows: <br />1. GMC Engineering, Inc. $ 324,000.00 <br />2. Laird Construction Co., Inc. $ 336,633.00 <br />3. Hillcrest Contracting $ 369,342.40 <br />ANALYSIS/DISCUSSION: <br />Upon review, City staff found that GMC Engineering, Inc., is the lowest responsive and responsible <br />bidder in the amount of $324,000. On May 6, 2003, the City Council approved a resolution <br />
