AND SET ASIDE FUNDS FROM THE TRAFFIC <br />IMPACT FEE TO CONSTRUCT IMPROVEMENTS <br />DATE: June 24, 2003 <br />BACKGROUND: <br />A sight distance restriction caused by a vertical rise of the roadway exists to the east of the <br />intersection of Citrus Street and Watwood Avenue. The posted speed limit along Citrus Street was <br />reduced from 35 MPH to 25 MPH in order to create a safer movement of traffic at that intersection. <br />A speed sample showed that drivers were traveling nearly 40 MPH after posting of the 25 MPH <br />speed limit. <br />Colton Avenue joins with F Street at an acute angle creating a sight distance problem. <br />ANALYSIS/DISCUSSION: <br />The sight distance necessary to stop a vehicle traveling at 40 mph on the westbound approach to the <br />intersection of Citrus Street and Watwood Avenue is restricted by a vertical rise in the roadway. A <br />Traffic Engineering analysis of the intersection of Citrus Street and Watwood Avenue showed that <br />warrants listed in the State of California Traffic Manual for the installation of a traffic control <br />device were not satisfied. The Traffic Safety Committee determined that the restriction of the sight <br />distance is justification to stop east and west bound traffic. This project will require the installation <br />of a flashing yellow warning beacon to provide for advance warning of the proposed stop. <br />A Traffic Engineering analysis of the intersection of Colton Avenue and F Street showed that <br />warrants listed in the State of California Traffic Manual for the installation of a traffic control <br />device stop were not satisfied. The Traffic Safety Committee determined that the intersection <br />geometry is justification to stop north and south bound traffic. <br />Sierra Pacific Electrical Contracting has submitted a proposal to perform the installation of the <br />Flashing Yellow Beacon on a surplus pole for the sum of $4,815.00 <br />
