CITY OF COLTON Item #2 <br />AGENDA REPORT <br />For the Council Meeting of July 15, 2003 <br />TO: Honorable Mayor & City Council <br />FROM: Ron Kenny, Community Services Director 17i <br />SUBJECT: Resolution Ordering the Levy and Collection of Assessments <br />within the Landscape and Lighting Maintenance District No. 2 <br />(LLMD No. 2) <br />DATE: July 7, 2003 <br />BACKGROUND: <br />This is the annual Public Hearing for the Levy of Assessments pursuant to provisions of the <br />Streets and Highways Code, Landscape and Lighting Act of 1972, ("Act"). The City Council, <br />after preliminary review of the Engineer's Report, is required to approve the final report, along <br />with the summary of assessments for the 2003/2004 annual tax levy for LLMD No. 2. <br />DISCUSSION/ANALYSIS: <br />The District provides maintenance, service and operation of landscape and lighting <br />improvements and associated appurtenances located within the public right-of-way and <br />dedicated landscape easements. The District includes all parcels of land within the <br />residential subdivisions known as Laing Homes, Greystone Homes and Young Homes. The <br />District consists of five parts with specific improvements and services providing special and <br />direct benefit to the parcels within the District. The costs associated with the improvements <br />are equitably spread between all benefiting parcels within the District. <br />FINANCIAL IMPACT: <br />The method of assessment spread is based on equivalent dwelling units (EDU) per parcel. <br />Pursuant to the Act, the costs of the District may be apportioned by any formula or method <br />that fairly distributes the net amount to be assessed. The formula used for each part within <br />the District reflects the composition of the parcels, and the improvements are service <br />provided to fairly apportion the costs. The proposed assessments for 2003/2004 are the first <br />actual assessments charged to the homeowners and accounted for in Fund 702. <br />An initial assessment was presented to the homeowners within the District in January & <br />February of 2002. The assessment was based on the best available information available <br />when compiled in October of 2001. At that time, the per parcel assessment was $124.06. <br />The proposed assessment 21 months later is $126.15, a 1.7% increase or $2.11. <br />The increase is due in part to showing the single employee under Direct Costs as a <br />Maintenance Worker III position not a Maintenance Worker I position as shown previously. It <br />also allows for the benefit package for that position. This was done in an effort to better <br />balance the costs between LLMD No. 1 and LLMD No. 2. Also, since the original <br />assessment was established, the City has approved a salary study that provided an <br />approximate 9% increase to maintenance workers. <br />
