FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: TIME AND PLACE FIXED FOR A PUBLIC HEARING TO CONSIDER A RESOLUTION AMENDING <br />THE BASIC FEE FOR STORMWATER MANAGEMENT AND THE STORMWATER MANAGEMENT <br />FEE <br />DATE: July 7, 2003 <br />In October 1990 the County of San Bernardino Flood Control District was issued a five-year NPDES <br />Stormwater Permit, with 16 incorporated cities as co -permittees. The second five-year permit took effect for <br />the period of October, 1995 to October, 2000, and a third permit is now in effect until October 2005. <br />DISCUSSION/ANALYSIS <br />There is no increase in the Basic Fee for Stormwater Management and the Stormwater Management Fee. <br />Landowners, who have not changed their property usage, will not receive an increase over the previous four <br />years' fees. The proposed amendment affects only the vacant parcels that have been developed, or have <br />changed to a different designated land use group. The fees collected this year will fund FY04-05, which <br />includes the City's operational costs for street sweeping, storm drain cleaning, roadway maintenance and litter <br />control. <br />FISCAL IMPACT <br />The cost to the City's residential and commercial landowners is the same as previous years. The revenue is <br />used to fund the City's NPDES Stormwater Program, as mandated by Federal and State regulations. Without <br />the Stormwater Fees, the General Fund would have to cover the costs for the on-going Stormwater Program <br />(FY03-04 $606,704). <br />ENVIRONMENTAL IMPACT <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act and is intended to improve the <br />Nation's waterways. The Federal Government mandates compliance with the NPDES Stormwater <br />requirements and the State Regional Water Quality Control Board enforces the requirements. <br />Staff recommends that the Colton Utility Authority adopt the attached Resolution Amending the Basic Fee for <br />Stormwater Management and the Stormwater Management Fee as set by the Colton Municipal Code, Chapter <br />14.01. <br />REVIEW TEAM I LY r <br />City Attorney: 1 t – Zlq— Finance Director: _ <br />City Manager: Human Resource Manager: <br />Page 1 of 1 (w/Attachments) <br />
