Currently the City has funding allocations and ECD (Economic and Community Development) approval for these listed CDBG (Community Development Block Grant) Projects. • Reche Canyon Elementary School — Child Care Modular Unit, ECD Project Number 104-24118. • Woodrow Wilson Elementary School — Child Care Modular Unit, ECD Project Number 104-26118. ANALYSIS/DISCUSSION: Engineering Department has met with Colton Joint Unified School District to discuss a license agreement for these three referenced sites. The proposed agreement will be considered for approval at the July 15, 2003 Colton Joint Unified School Board Meeting, (see attached License Agreement). Upon approval from both jurisdictions the bidding process to install the Child Care Modular Units for Reche Canyon and Woodrow Wilson Elementary Schools could be scheduled within four (4) weeks, and construction could commence in approximately three (3) months. During this time, every attempt will be made by the Engineering Department staff to ensure a wide range of potential Bidders are reached by the advertising process. The City will advertise in four (4) local newspapers and in several Plan Houses where Contractors can view Plans, Specifications & Documents. Renovations to the third Child Care Modular unit at Cooley Ranch Elementary School Site will be performed at a later date. ENVIRONMENTAL IMPACT: The proposed public improvement is exempt under CEQA Section 15311 — Construction, or placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities. FINANCIAL/FISCAL IMPACT: The CDBG Street Improvement Project has a total funding of $340,000.00 with the following breakdown and account numbers: Project Number Account Number Amount • #104-24118 215-7000-7004-3890 $160,000.00 • #104-26118 215-7000-7004-3890 $180,000.00 All fees allocated by Council for the project are reimbursable upon completion of the entire work and acceptance of the completed work by the City of Colton and ECD.
