New Wastewater Revenue Program <br />PUBLIC HEARING <br />June 3, 2003 <br />Page 5 of 5 <br />Adopt a rate structure that was based on additional cuts in personnel; fund transfers; and capital <br />improvements. This would potentially result in impacts to our level of service: infrastructure failure due to lack <br />of maintenance, General Fund operating limitations, and future requirements to incur additional debt to cover <br />large capital replacement programs (rather than incremental improvements). <br />FINANCIAL IMPACT <br />If the proposed sewer rate increase is not implemented, the Wastewater Department will operatein a deficit <br />and continue to have a zero cash balance for capital improvement projects and debt obligations. <br />A typical residential account would have a monthly charge of $28.00. This amount would increase by a <br />percentage annually over the next three years. The rates charged to customers in Grand Terrace would be <br />the same as those in the City of Colton. <br />ENVIRONMENTAL IMPACT <br />If the City did not have adequate revenue to maintain the collection and treatment systems, there would be an <br />increased probability of sewage spills or discharge requirement violations. These violations are typically <br />enforced by the Regional Water Quality Control Board in the form of substantial monetary penalties. <br />RECOMMENDATION <br />Based upon the current budget and the rate structure as developed in accordance with state and federal <br />guidelines, staff recommends that the Colton Utility Authority adopt and approve the Ordinance amending <br />Chapter 13.16.025 of the Colton Municipal Code increasing wastewater sewer service charges. Rates br <br />residential service would increase from $21.70 to $28.00/mo., Multi -Family Residential $24.30/mo., Schools <br />$54.60/HS. Other rates will apply as follows: LowStrength Commercial/Industrial $0.60/ccf., Medium <br />Strength Commercial/Industrial $0.90/ccf., and High -Strength Commercial/Industrial $2.30/ccf.
