CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeting June 3, 2003 <br />Item #9 <br />TO: Honorable Mayor and Council Members <br />FROM: Thomas K. Clarke, Electric Utility Director <br />SUBJECT: Award of Bid for Two Manual Ground and Test Devices for the City of Colton <br />Electric Utility to GE SUPPLY the Amount of $35,288.13 <br />DATE: May 21, 2003 <br />SAI:&URUUND: <br />The Substation Division of the Electric Utility Department has a requirement to purchase two manual <br />ground and test devices to be used at the Drews Substation. The devices are necessary to comply with <br />OSHA regulations that require high-voltage equipment to be grounded before maintenance or repair work <br />can be performed. <br />DISC USSION/ANALYSIS: <br />On, April 29, 2003, the posted a Notice Inviting Bids for the purchase of two manual ground and testing <br />devices. Bid packages were mailed to three vendors known to supply this type of item. Bid opening was <br />held at the Electric Department offices on May 15, 2003, at 2:30 P.M. Two bids were received and <br />evaluated. <br />A Bid Analysis is attached showing the price and delivery quoted by each vendor. The recommended <br />vendor's price is underlined. <br />ALTERNATIVES: <br />Council may decide not to purchase the equipment. However, without the equipment, the City will not be in <br />compliance with OSHA regulations and the substation employees will be at a greater risk of injury due to electrical <br />shock. <br />FISCAL IMPACT: <br />Funds have been approved in the FY02/03 Budget and are available in Account Number 520-8000-8003- <br />4930-0101-000.
