Item #10 CITY OF COLTON AGENDA REPORT FOR CITY COUNCIL MEETING OF MARCH 4,200 TO: Honorable Mayor and City Council Members FROM: Ron Kenny, Director of Parks, Recreation & Family Services SUBJECT: Adopt Resolution to Increase Budget for Elizabeth Davis Park Project. DATE: February 19. 2003 BACKGROUND On December 18, 2001 the City Council approved the plans and specifications for the construction of the Elizabeth Davis Park restrooms. This project was to be funded by Proposition 12 funds. DISCUSSION/ ANALYSIS Proposition 12 (Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000) funds were designated to the Elizabeth Davis Park rest room project. On December 18, 2001 the City Council approved the plans and specifications, and on February 18, 2003 awarded a construction contract to Terra -Cal Construction Inc. None of the two staff reports relating to this project included a resolution, requesting authorization for the setting up of a budget line item for this project. Without this authorization, staff cannot legally expend Proposition 12 funds. ALTERNATIVE None FINANCIAL IMPACT The funding for this project is from Proposition 12 funds awarded to the City of Colton. There is no General Fund impact for this project. Per the December 18, 2001 staff report, if the project cost exceeds $430,000 (Proposition 12 award), funding will be drawn from the City's Park Development Fund. Prior to any such draw, staff will bring before the City Council, a request to appropriate any additional funding. ENVIRONMENTAL IMPACT None Staff recommends the approval of Resolution authorizing the increase of the budget for fiscal year 2002/03 in Acct. # 248-6950-6955-3890 by $430,000 (Proposition 12 award amount).
