Item #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF MARCH 4, 2003 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: AWARD OF CONTRACT FOR THE DEMOLITION AND REMOVAL OF A VACANT <br />/ABANDONED MANUFACTURED SINGLE FAMILY DWELLING LOCATED RANCHO <br />MEDITERRANIA AT 700 EAST WASHINGTON ST., SPACE #189 FOR THE <br />REDEVELOPEMENT AGENCY FOR THE CITY OF COLTON TO WARREN DUNCAN <br />CONTRACTING IN THE AMOUNT OF $8,900.00. <br />DATE: FEBRUARY 24, 2003 <br />The Redevelopment Agency Manager requested that the Purchasing Division of The City of Colton establish a contract for <br />the demolition and removal of various vacant and abandoned manufactured single family dwellings located at Rancho <br />Mediterrania Manufactured Home Estates located at 700 East Washington Street. <br />DISCUSSION/ ANALYSIS <br />On February 4, 2003, the Purchasing Division advertised for sealed Request for Bids for the Demolition and Removal <br />manufactured single-family dwellings for The Redevelopment Agency for The City of Colton. In addition to advertising in <br />local newspapers the Purchasing staff mailed the "Notice Inviting Request for Bids" and complete Bid packets to seven <br />vendors. The Bid opening was held at 2:30 p.m., February 19, 2003 in the Purchasing Office. No Bids were received. The <br />Public Contract Code, Article 20166, states: "If no bids are received, the legislative body may have the project done <br />without further complying with this chapter' of The Public Contract Code. Under this authority, staff called and requested <br />informal quotes from various vendors. Two quotes were received. Warren Duncan Contracting responded to the request <br />for quote with a proposal price of $8,900.00 per lot. C R Gann responded to the request for quote with a proposal price of <br />$11,900 per lot. Warren Duncan Construction Company is the only vendor willing to enter into a contract to perform the <br />demolition to the Agency's specifications preserving various portions of the landscape, hardscape and block wall skirting. <br />Staff is recommending the award of a contract to Warren Duncan contracting for the demolition and removal of the <br />manufactured single-family dwelling located in Space #189. <br />ALTERNATIVES <br />Require staff to proceed with another formal, competitive bidding process. This would delay the Agency in the removal of <br />the vacant and abandoned homes delaying the sale of new homes on agency owned lots. <br />FINANCIAL IMPACT <br />Funds are available in the FY 02/03 budget, Redevelopment Agency Department Rancho Mediterrania Project Capital <br />Improvement Area account number 855-9550-9551-3890. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends the City Council enter into contract with Warren Duncan Contracting for the demolition and removal of <br />a manufactured single-family dwelling located at Rancho Mediterrania Manufactured Home Estates, 700 East Washington <br />St. Space #189, in the amount not to exceed $8,900.00. <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: L <br />City Manager: OTHER: <br />Report Prepared by: Nicole Mihld, Buyer <br />
