Item #13 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the Redevelopment Agency Meeting of <br />March 4, 2003 <br />TO: Honorable Chairman and Agency Boardmembers <br />FROM: Candace Cassel, Redevelopment Managero <br />0-5 <br />SUBJECT: Consideration and Approval of amendment to rofessional <br />Services Agreement by and between the Redevelopment Agency <br />for the City of Colton and GRC Associates to include a Traffic <br />Study and a Biological Resource Analysis. <br />DATE: February 24, 2003 <br />Background <br />On June 6, 2000 the City Council adopted Resolution R-44-00, which designated a new Survey Area <br />in the City of Colton. On March 5, 2002 the Agency Board elected to engage the services of GRC <br />Associates for redevelopment consultation services necessary to effectuate the formation of a new <br />Project Area. A copy of the Professional Services Contract is attached hereto as Exhibit "A". Per said <br />contract, costs could not exceed $134,000, and did not include legal fees, filing fees with the State <br />Board of Equalization, distribution of newsletters, traffic studies and other costs, which may be <br />incurred as part of the new project area plan adoption process. <br />Discussion/Analysis <br />Over the last year GRC Associates has assisted the Redevelopment Agency for the City of Colton in <br />their efforts to create a new redevelopment project area. A key component to the success of this <br />project is the environmental impact report necessary to comply with the California Environmental <br />Quality Act (CEQA) requirements. To date an Initial Study has been prepared on the proposed <br />redevelopment project and it was determined that a detailed traffic study and a biological resources <br />analysis be conducted. On February 24, 2003, GRC submitted a request for an amendment to the <br />Scope of Services of the Professional Services Agreement that will allow GRC to secure the services <br />of two firms to conduct these additional technical studies. A copy of GRC's proposed amendment is <br />attached hereto as Exhibit "B". <br />Environmental Impact <br />None. The consideration and approval of the amendment to the Professional Services Contract with <br />GRC Associate will not have an environmental impact. However, the formation of a new Project Area <br />will require the preparation of Environmental Impact Report. <br />
