Item #13 REDEVELOPMENT AGENCY FOR THE CITY OF COLTON For the Redevelopment Agency Meeting of March 4, 2003 TO: Honorable Chairman and Agency Boardmembers FROM: Candace Cassel, Redevelopment Managero 0-5 SUBJECT: Consideration and Approval of amendment to rofessional Services Agreement by and between the Redevelopment Agency for the City of Colton and GRC Associates to include a Traffic Study and a Biological Resource Analysis. DATE: February 24, 2003 Background On June 6, 2000 the City Council adopted Resolution R-44-00, which designated a new Survey Area in the City of Colton. On March 5, 2002 the Agency Board elected to engage the services of GRC Associates for redevelopment consultation services necessary to effectuate the formation of a new Project Area. A copy of the Professional Services Contract is attached hereto as Exhibit "A". Per said contract, costs could not exceed $134,000, and did not include legal fees, filing fees with the State Board of Equalization, distribution of newsletters, traffic studies and other costs, which may be incurred as part of the new project area plan adoption process. Discussion/Analysis Over the last year GRC Associates has assisted the Redevelopment Agency for the City of Colton in their efforts to create a new redevelopment project area. A key component to the success of this project is the environmental impact report necessary to comply with the California Environmental Quality Act (CEQA) requirements. To date an Initial Study has been prepared on the proposed redevelopment project and it was determined that a detailed traffic study and a biological resources analysis be conducted. On February 24, 2003, GRC submitted a request for an amendment to the Scope of Services of the Professional Services Agreement that will allow GRC to secure the services of two firms to conduct these additional technical studies. A copy of GRC's proposed amendment is attached hereto as Exhibit "B". Environmental Impact None. The consideration and approval of the amendment to the Professional Services Contract with GRC Associate will not have an environmental impact. However, the formation of a new Project Area will require the preparation of Environmental Impact Report.
