FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR EQUIPPING WELLS NO. 27, 28, AND 29 TO BAKERSFIELD PUMP <br />COMPANY IN THE AMOUNT NOT -TO -EXCEED $806,542 <br />DATE: March 3, 2003 <br />BACKGROUND <br />This report serves as the supplement to the February 25, 2003 Agenda Report regarding the contract to equip Well Nos. <br />27, 28, and 29. <br />DISCUSSION/ANALYSIS <br />The Water Division advertised for sealed bids on February 7 and February 14. The bid opening was held at the Corporate <br />Yard Conference Room at 2:00 PM on Monday March 3, 2003. A total of three bids were received. A bid analysis <br />prepared by Krieger & Stewart is attached to this report. Bakersfield Pump Company was the low bidder with an amount <br />of $806,542. Staff has reviewed the bid and their references, and has determined that they are the lowest responsive <br />and responsible bidder. <br />Possible Conflict of Interest Disclosure: <br />Bakersfield Well & Pump Company, a Division of Zim Industries, Inc. <br />Curt Bernard Zimmerer, President <br />Contact: Dennis McKindley <br />ALTERNATIVES <br />The CUA may reject all bids. <br />FISCAL IMPACT <br />Bond funds are available for this project. The Account Number to be used is 551-8100-8105-3890-1000-000. <br />ENVIRONMENTAL IMPACT <br />A CEQA categorical exemption has been filed for the project. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority award the bid for surface construction features and pumping <br />equipment to Bakersfield Pump Company in the amount not -to -exceed $806,542, and authorize staff to execute the <br />contract documents. <br />Attachment: Bid Analysis <br />REVIEW TEAM ONL <br />City Attorney: Finance Director: <br />City Manager: `t 12 Other: <br />
